About this opportunity

Broward County is soliciting an open-end contract for FEMA-compliant Pipe and Valve Maintenance & Installation Services for Water and Wastewater Services and various county agencies. The procurement seeks qualified contractors to provide comprehensive infrastructure services including valve location, data collection, valve exercising, and installation of pipes and valves across multiple manufacturers. Vendors must demonstrate technical capabilities with trained technicians, maintain 24/7 service availability, and provide emergency response within three hours, with 50% of resources mobilized within two hours and 100% within eight hours of notification. Contractors must comply with extensive regulatory requirements, including FEMA standards, OSHA regulations, American Water Works Association codes, and Florida statutes related to underground facility damage prevention. The solicitation requires vendors to possess specific state-level licensing such as Florida Certified General Contractor, Certified Plumbing Contractor, or Certified Underground Utility and Excavation Contractor. The bid response deadline is January 9, 2026, with contract performance beginning June 1, 2026, and an initial one-year term with potential renewal options.

The contract includes a Broward County Business Enterprise (CBE) goal of 25 percent participation, with vendors required to utilize CBE firms for assigned participation goals. Vendors must meet comprehensive insurance requirements, including commercial general liability, auto liability, workers' compensation, and pollution liability coverage. The solicitation includes several set-aside and compliance requirements, such as local business preferences, domestic partnership act certifications, and anti-human trafficking affidavits. Pass-through allowances totaling $50,000 annually are available, comprised of $30,000 for parts and materials, $2,000 for security badges and permits, $3,000 for asbestos cement pipe removal, and $15,000 for specialty subcontractor services. Vendors must perform at least 80 percent of the total contract price themselves without extensive subcontracting. While no specific award value is explicitly stated, the open-end contract structure suggests flexibility in potential contract value based on county needs, with unit pricing established for specific line items and services.
