About this file

This document is an insurance requirements specification for the Broward County Water and Wastewater Services Department in Florida, establishing minimum coverage thresholds for contractors performing FEMA-compliant pipe and valve maintenance and installation services. The contract requires contractors to maintain comprehensive general liability insurance with limits of $1,000,000 per occurrence and $2,000,000 aggregate, along with auto liability coverage of $500,000 combined bodily injury and property damage. Additional mandatory coverage includes worker's compensation at statutory limits, employer's liability of $1,000,000 per accident, and excess/umbrella liability to supplement primary coverage as needed. For projects involving environmental hazards, contractors must carry pollution and environmental liability insurance with limits of $1,000,000 per claim and a maximum deductible of $10,000. Installation floaters covering all-risk completed value property coverage are required unless builder's risk or property insurance is already in place.

All insurance policies must designate Broward County as an additional insured and loss payee, with the contractor's insurance providing primary coverage without contribution from the County. The contractor must maintain a waiver of subrogation in favor of Broward County, and for claims-made policies, evidence of insurance must be provided for at least three years following project completion. Professional liability insurance is required for engineering, surveying, and design professionals, with a maximum deductible of $100,000. Wind and flood deductibles for installation floaters cannot exceed 5 percent of the completed value, and auto liability coverage may be waived if no driving occurs during contract performance. The insurance requirements apply to all work related to the open-end FEMA-compliant pipe and valve maintenance and installation services contract.
