About this opportunity

The City of Altamonte Springs is seeking a qualified Florida licensed certified General Contractor to perform erosion control countermeasures within the Little Wekiva River, specifically between State Road 436 and Montgomery Road. This project, partially funded by the U.S. Department of Agriculture Natural Resources Conservation Service (NRCS) under Agreement No. NR234209XXXXC006, is a Hurricane Ian Emergency Watershed Protection (EWP) Erosion Control Project involving comprehensive river bank stabilization. The project scope includes constructing or repairing articulated concrete block mats, gabion mattresses, gabion baskets, rip-rap rubble stream placement, sheet piling, and associated infrastructure repairs across four distinct project areas. Bidders must submit their proposals by Wednesday, July 30, 2025 at 11:00 a.m., with a non-mandatory site visit scheduled for Tuesday, July 1, 2025 at 9:00 a.m. at the San Sebastian Trailhead. Qualification requirements include being registered with E-Verify, having at least five years in business, and not appearing on any state or federal prohibited companies lists.

The contract has no specific set-aside designations for disadvantaged enterprises, but bidders must provide comprehensive insurance coverage, including $1,000,000 in commercial general liability and $5,000,000 in umbrella/excess liability. Contractors are required to submit a bid bond of 5% of the total bid price and will be subject to performance and payment bond requirements. While no incumbent vendor is mentioned, the project is anticipated to be awarded in August/September 2025 with a contract duration of 210 calendar days from the notice to proceed. The project will involve extensive documentation, including submission of a Project Experience Form, Conflict of Interest Form, and Non-Collusion/Lobbying Certification. Although specific budget ranges are not explicitly stated, the comprehensive nature of the project, involving multiple erosion control techniques across approximately 1,500 linear feet of riverbank, suggests a significant investment in infrastructure rehabilitation and environmental protection.
