About this file
This document is Addendum No. 3 for Invitation to Bid (ITB-25-056-FH) issued by the City of Altamonte Springs for an Erosion Control Countermeasures project within the Little Wekiva River between SR 436 and SR 434, specifically addressing Hurricane Ian Emergency Watershed Protection (EWP) Erosion Control efforts. The addendum, dated July 23, 2025, provides clarifications to potential bidders regarding two key questions: first, confirming that contractors do not need to include sheet pile inspection costs in their initial bid, and second, reaffirming the project completion deadline of September 30, 2025, while maintaining the requirement that contractors must bid on all four project areas.
The addendum provides procedural guidance for bidders, explaining how to acknowledge receipt of the addendum through the Proposal Bid Form and specifying submission requirements. The City's Chief Procurement Officer, Fabio Henao, emphasizes that submission of a bid is considered an acknowledgment of the addendum, and bidders must either sign and return the addendum in a sealed envelope or revise their electronic submission accordingly. No specific pricing details or funding sources are discussed in this document, which primarily serves to provide clarification and procedural instructions for the ongoing bidding process.

EROSION CONTROL
COUNTERMEASURES WITHIN THE

EROSION CONTROL PROJECT)
Addendum No. 3
DATE: July 23, 2025 TO: All Interested Bidders and Other Interested Parties FROM: Fabio Henao, CPO
The City makes the following changes, additions, deletions, information, and/or clarifications and now considers the addendum part of the Invitation to Bid (ITB) Document. Bidders must acknowledge receipt of this addendum by indicating receipt in the space provided on the Proposal Bid Form. If the bidder has already submitted the Proposal Bid Form to the City’s Procurement Division, the Bidder should sign and return this addendum in a sealed envelope or revise their electronic submission to include this addendum. The envelope should include the company name and address, the bid number, opening date and time, and "Addendum No: 3." In any case, the submission of a bid is acknowledgment of receipt of the addendum. The City will construe all bids received as though the Bidder has received and acknowledged the addendum.
Below is the City’s reply to RFIs (Request for Information – a/k/a bid inquiries or questions) submitted by interested parties by the posted deadline to submit RFIs.
Q1: In reference to note 19, plan sheet CD-5, "Sheet piles shall be inspected every 2 years and scoured areas identified shall be backfilled to re-establish the design conditions.” Is the contractor to include that in their bid? If so, will the city add a pay item or a contingency item?
A1: No. The Contractor does not have to include this with their bid submittal.
Q2: I have a clarification request. A9 states the completion deadline is 9/30/25, please clarify that should be 2026 not 2025. Also, would the city consider waiving the requirement of bidding all four project areas and allow contractors to bid only the project areas they are interested in and feel can be completed in the contract timeline?
A2: The date is correct, and further details will be provided and arranged with the successful bidder once an award is made/approved. At this time, the City is not considering waving the requirement stated above.
