About this file
Addendum No. 5 for Invitation to Bid (ITB-25-056-FH) is issued by the City of Altamonte Springs for an Erosion Control Countermeasures project within the Little Wekiva River between State Routes 436 and 434, specifically addressing Hurricane Ian Emergency Watershed Protection (EWP) Erosion Control. The solicitation due date has been extended from August 13, 2025, to August 27, 2025, at 11:00 A.M. EST, providing additional time for potential bidders to prepare their submissions. The addendum includes a detailed response to a Request for Information (RFI) regarding sheet piling installation methods, specifically clarifying that water-jetting is acceptable under specific conditions.
The addendum provides technical guidance for sheet pile installation, requiring careful regulation of jetting pressure to avoid soil disturbance and potential design invalidation. Contractors must ensure that the final 5 feet of sheet pile penetration is accomplished using either a push-in method or, with prior engineer approval, pile driving or vibratory hammers in accordance with the Sheet Pile Installation Notes on G-100. Bidders are instructed to acknowledge receipt of this addendum by indicating it on their Proposal Bid Form or by returning a signed addendum in a sealed envelope with specific identifying information.

The City makes the following changes, additions, deletions, information, and/or clarifications and now considers the addendum part of the Invitation to Bid (ITB) Document. Bidders must acknowledge receipt of this addendum by indicating receipt in the space provided on the Proposal Bid Form. If the bidder has already submitted the Proposal Bid Form to the City’s Procurement Division, the Bidder should sign and return this addendum in a sealed envelope or revise their electronic submission to include this addendum. The envelope should include the company name and address, the bid number, opening date and time, and "Addendum No: 5." In any case, the submission of a bid is acknowledgment of receipt of the addendum. The City will construe all bids received as though the Bidder has received and acknowledged the addendum.
Below is the City’s reply to RFIs (Request for Information – a/k/a bid inquiries or questions) submitted by interested parties by the posted deadline to submit RFIs.
1. The Solicitation Due Date is hereby changed:
FROM: WEDNESDAY, AUGUST 13, 2025, AT 11:00 A.M. EST
TO: WEDNESDAY, AUGUST 27, 2025, AT 11:00 A.M. EST
2. QUESTION RECEIVED:
Q1: Is water-jetting an acceptable method for sheet piling installation?
A1: Yes, installation of sheet-pile may be performed by jetting techniques provided the following conditions are followed:
• The jetting pressure is carefully regulated throughout the process so that just the amount of pressure necessary to advance the sheeting is utilized.
o Jetting at higher pressures will cause substantial disturbance to the soils, invalidate the design assumptions, and could result in excessive lateral deflections of the sheet-pile walls.
• The final 5 ft of the sheet-pile penetration is accomplished using the push-in method or, if previously approved by the engineer-of-record, using pile driving hammers or vibratory hammers following the Sheet Pile Installation Notes on G-100.
