About this file

This document is Addendum No. 2 for Invitation to Bid (ITB-25-056-FH) issued by the City of Altamonte Springs for Erosion Control Countermeasures within the Little Wekiva River between SR 436 and SR 434, a Hurricane Ian Emergency Watershed Protection (EWP) Erosion Control Project. The project is anticipated to commence immediately following City Commission approval on August 19, 2025, with a strict completion deadline of September 30, 2025. The addendum addresses several Request for Information (RFI) inquiries from potential bidders, clarifying technical specifications such as helical anchor capacities, coating requirements for materials, and the need for signed and sealed drawings and calculations for sheet pile walls.

The Engineer's estimate for the project is $2,410,664, with liquidated damages set at $2,667.00 per day according to FDOT specifications. While no FDOT pre-qualifications are required, familiarity with FDOT specifications is deemed essential. The addendum provides critical details for potential bidders, including technical requirements for materials, project timeline, and financial expectations. Bidders are required to acknowledge receipt of the addendum by signing and returning the acknowledgment section, either with their original bid submission or as a separate document.

Q1: Is the minimum capacity states in the Helical Anchor Summary Table(s) the ultimate capacity of the working capacity?

A1: The helical anchor capacities are the required working capacities and represent the stabilization loads required to achieve a global stability factor of safety of 1.5 for each retaining wall system. Thus, they have been factored for global stability only.

Q2: What are the coating requirements, if any, for the helical anchors and the walers?

A2: The helical anchors should be galvanized and the walers should be treated in the same manner as the sheet-piles and angle stiffeners with corrosion protection coating conforming to Section 560 of the FDOT standard specifications.

Q3: Sheet Pile Note 1 on sheet CD-5 states that the design of sheet piles shall conform to the

FDOT Structures Manual, Latest Edition." Will sign and sealed drawings and calculations be required for the sheet pile wall?

A3: Yes.

Q4: What are the Liquidated Damages and the number of days for Completion.

A4: Liquidated Damages are $2,667.00/day per Section 8-10.2 of the referenced FDOT

Specifications.
