About this opportunity

The City of Port Orange, Florida is requesting proposals for elevation of 11 flood-prone single-family residential structures under RFP 26-06, with sealed proposals due August 28, 2026 at 2:30 p.m. EST via the City's eProcurement Portal and hard copy submission to City Hall. Attendance at a mandatory pre-proposal conference and site visit on July 30, 2026 at 10:00 a.m. EST is required for proposal eligibility.

The project is funded through FEMA's Hazard Mitigation Grant Program (HMGP 4673-144-R) under Federal Award Identification Number FEMA-DR-4673-FL, making compliance with federal procurement standards (2 CFR Part 200), the Florida Building Code, ASCE 24-14, Federal Flood Risk Management Standards, and National Flood Insurance Program standards mandatory. Properties are located in Port Orange, Volusia County, identified by street address and include structures at 795 Biro Drive, 111 Fleming Avenue (two structures), 216 Grant Street, 105 Judges Lane, 5028 and 5088 Palmetto Street, 524 Powers Avenue, 894 Reservation Court, 5715, 5817, and 5951 Riverside Drive, and 8 Venetian Circle. Work scope includes building and site preparation, utility disconnection and reconnection, elevation of structures on new open pilings, conversion of non-habitable areas to storage or parking, and ADA-compliant lift platform access for four residences.

Respondents must be general contractors licensed to conduct business in Florida and must provide financial statements (preferably certified audits), professional references, proof of licensure, E-Verify documentation, and evidence of bonding capacity. The City will award contracts to at least two vendors with a two-year contract term and project completion by February 29, 2028. Evaluation scoring weights respondent and key staff qualifications (40 points combined), approach and value-added services (25 points), financial history (5 points), and proposed fees with low-cost reward structure (30 points). Questions are due August 11, 2026 at 4:00 p.m. EST. A Cone of Silence prohibits respondent communications with City staff and elected officials during procurement.
