About this opportunity

The Texas Comptroller of Public Accounts is requesting offers for Element Learning Management Solutions Software License and Related Services under RFO 304-27-1020AM, with offers due August 5, 2026, at 2:00 p.m. Central Time. The contract carries a Veteran Heroes United in Business (VetHUB) subcontracting participation requirement; vendors planning to subcontract must demonstrate good faith efforts to recruit and identify VetHUB entities with documentation of outreach and responses.

CPA seeks a SaaS-based subscription model for cloud-hosted learning management system capabilities, including the SaaS Premium Element LMS with Certification and Compliance Manager module, the Element E-Commerce Gateway, hosting services, software maintenance, and 24-hour technical support. The solution must be the published software or authorized seller/reseller offering—on-premises products are not acceptable. The platform must support unlimited users and courses with a minimum of 50,000 active course registrations, 40 gigabytes of storage, and 40 gigabytes of monthly data transfer; deliver a minimum 99.5 percent uptime guarantee with quarterly reporting; and provide technical support response times ranging from 2 hours for critical issues to 72 hours for low-priority requests. All CPA data must remain within the continental United States, encrypted in transit and at rest using FIPS 140-2 compliant standards with a minimum of AES-128 encryption. Respondents must comply with Texas Risk and Authorization Management Program (TX-RAMP) cybersecurity requirements for products designated out of scope or low impact, including annual penetration testing and independent third-party security assessments.

The initial contract term runs September 1, 2026, through August 31, 2027, with three optional one-year renewal periods extending through August 31, 2030. Evaluation uses a best-value standard: 20 percent past performance, qualifications, and experience; 40 percent compliance with CPA specifications; and 40 percent cost. Questions are due July 21, 2026, at 2:00 p.m. Central Time, with official responses released by July 29, 2026. Respondents must submit a completed VetHUB Subcontracting Plan regardless of self-performing or subcontracting approach; all bid responses require this plan to be responsive.
