About this opportunity

Hillsborough County Public Schools (HCPS), Florida's seventh-largest school district serving approximately 225,000 students across 235 facilities, is issuing a Request for Proposals (RFP 26035-MST) to procure commercial electrical services. The solicitation seeks qualified contractors to provide high-voltage electrical work including new installations, maintenance, repairs, electrical upgrades and modernizations, circuit breaker installations, panel upgrades, troubleshooting, and diagnostics. Contractors must demonstrate expertise in high-voltage systems, switchgear, and coordination with TECO, with all necessary labor, materials, supervision, equipment, and paperwork to be provided by the contractor. Required qualifications include employment of a licensed Master Electrician, Journeyman Electrician, and Electrical Helper/Apprentice, a physical office in Hillsborough County or adjacent counties, 24/7 communication capability with 30-minute response time, and experience servicing a school district of HCPS's size, as electrical services are identified as critical to campus security. Evaluation criteria are weighted at 30% for qualifications and experience, 25% for specifications and scope of work understanding, 35% for cost and best value, and 10% for small business encouragement program utilization. Questions regarding the solicitation are due by March 30, 2026, at 5:00 PM ET, with proposals due by April 13, 2026, at 5:00 PM ET via electronic submission through VendorLink at www.myVendorLink.com. The initial contract term begins upon board approval and automatically renews for up to four additional one-year periods contingent upon budget appropriation, contractor performance, and continued need.

HCPS may award the contract to up to three distinct primary vendors by maintenance area (West, Central, and East), with secondary contractors serving as backup support, and vendors may bid on all three maintenance areas, individual areas, or any combination thereof without splitting maintenance areas. Pricing for projects not exceeding $10,000 shall be based on firm labor rates with materials at cost-plus 15% markup maximum, FOB destination with delivery included, and HCPS will not reimburse rental equipment, tools of the trade, travel time, call-out fees, overtime without written authorization, or weekend/holiday premiums. Response timeframes include four-hour response for Priority 1 emergencies, restoration of services by 5:00 PM on the tenth business day for Priority 2 work, and by 5:00 PM on the fifteenth business day for Priority 3 projects. All contractors must maintain required insurance including workers' compensation and general liability, comply with the Jessica Lunsford Act requirements, safety regulations, and Florida Building Code standards, and complete mandatory affidavits addressing foreign countries of concern prohibitions and human trafficking prevention compliance. Prospective vendors must be registered with HCPS through the Vendor Registration Form and may self-identify as certified Small Businesses, Service-Disabled Veterans, Minority Business Enterprises, or Women's Business Enterprises to qualify for small business encouragement program consideration. Historical pricing data indicates standard labor rates ranged from $50.00 to $51.98 per hour with overtime rates between $60.00 and $77.96 per hour, and equipment rental costs included air compressors, demolition equipment, electric scissor lifts, light towers, and portable generators, providing prospective vendors with benchmarks for competitive proposal development.
