About this file

This is a vendor affidavit document required by Hillsborough County Public Schools (HCPS) in Florida for the procurement of commercial electrical services under RFP 26035-MST. The affidavit mandates that all nongovernmental contractors executing, renewing, or extending contracts with HCPS must provide a signed certification under penalty of perjury affirming compliance with Florida Statutes Section 787.06(13) regarding human trafficking and coercion for labor. The affidavit requires an authorized company representative to certify that the contractor does not engage in prohibited practices including the use or threat of physical force, unlawful restraint or confinement, exploitative debt practices, document confiscation, financial harm threats, fraud or deceit, or provision of controlled substances for exploitation purposes. Questions regarding the solicitation are due by March 30, 2026, at 5:00 PM ET, with proposals due by April 13, 2026, at 5:00 PM ET via electronic submission through VendorLink. The initial contract term begins upon board approval and automatically renews for up to four additional one-year periods contingent upon budget appropriation, contractor performance, and continued need.

The affidavit serves as a mandatory compliance document with no direct pricing implications but functions as a prerequisite for contract eligibility. HCPS may award contracts to up to three primary vendors by maintenance area (West, Central, and East), with pricing for projects not exceeding $10,000 based on firm labor rates historically ranging from $50.00 to $51.98 per hour, materials at cost-plus 15% markup maximum, FOB destination with delivery included, and overtime rates between $60.00 and $77.96 per hour. The document must be completed and submitted by all prospective vendors regardless of business classification, including those self-identifying as certified Small Businesses, Service-Disabled Veterans, Minority Business Enterprises, or Women's Business Enterprises to qualify for small business encouragement program consideration.
