About this file

This is a compliance affidavit required by Florida Statutes Section 287.138 for entities bidding on contracts with Hillsborough County Public Schools (HCPS). The affidavit mandates that all proposers and contractors certify they do not meet any criteria that would prohibit contracting with HCPS, specifically that the entity is not owned by, does not have a controlling interest held by, and is not organized under the laws of or principally located in a foreign country of concern. Foreign countries of concern are defined as the People's Republic of China, the Russian Federation, the Islamic Republic of Iran, the Democratic People's Republic of Korea, the Republic of Cuba, the Venezuelan regime of Nicolas Maduro, or the Syrian Arab Republic. "Controlling interest" is presumed to exist when a person or entity directly or indirectly possesses the right to vote 25 percent or more of voting interests or is entitled to 25 percent or more of profits. The affidavit must be completed and executed by an authorized representative of the proposer prior to bid submission for the electrical services RFP 26035-MST, with proposals due April 13, 2026, at 5:00 PM ET.

The affidavit serves as a mandatory compliance document with no pricing or financial terms contained within it. The document is declared under penalties of perjury pursuant to Florida Statutes Section 95.525, requiring the authorized representative to attest to the truthfulness of the certification. This affidavit is one of multiple mandatory documents that prospective electrical services contractors must submit, along with other compliance requirements including human trafficking prevention affidavits and insurance documentation, to be considered for award of a contract that may be granted to up to three primary vendors by maintenance area with automatic renewal options for up to four additional one-year periods.
