About this file
This is an Addendum to a Competitive Solicitation issued by Hillsborough County Public Schools (HCPS) in Tampa, Florida, modifying RFP 26035-RFP-MST for Electrical Services. The addendum, issued on April 2, 2026, clarifies requirements and answers questions raised by potential bidders regarding the procurement. Key clarifications include confirmation that only active, in-state licenses are acceptable at the proposal stage; both Master Electricians (ER) and State Certified Electricians (EC) are acceptable for items 1 and 2; and that pricing requirements are based on flat-rate pricing with the amount of tool and equipment time dependent on individual work orders. The addendum notes that the School Board operates three separate maintenance departments and that the district will award the contract based on multiple factors reviewed during the evaluation process. Proposals were originally due April 13, 2026, at 5:00 PM ET via electronic submission through VendorLink. The initial contract term begins upon board approval and automatically renews for up to four additional one-year periods contingent on budget appropriation, contractor performance, and continued need.
The addendum references historical pricing data provided in an uploaded exhibit addressing past three-year hourly rates by job description, though it notes that bid items may change based on district needs and requirements. Contractors are reminded that pricing for projects not exceeding $10,000 shall be based on firm labor rates with materials at cost-plus 15% markup maximum, FOB destination. The solicitation allows HCPS to award contracts to up to three distinct primary vendors by maintenance area (West, Central, and East), with vendors permitted to bid on all three areas, individual areas, or any combination thereof. All bidders must acknowledge receipt of this addendum with their submission and remain subject to all original solicitation documents and requirements.

1. Questions and Answers
The following questions and answers are provided as a matter of information to clarify issues raised regarding the competitive solicitation. To the extent that changes to the competitive solicitation are required based on the questions received, the competitive solicitation has been modified as noted above in the competitive solicitation section of this addendum.
Questions and Answers Question What was the Pricing- hourly rates - for the past 3 years for each job description?
Answer Please see the uploaded exhibit.
Question Is an inactive, out-of-state license acceptable for the proposal stage? We plan to reactivate once the project is awarded.
Answer No. Please refer to section 4.2
Question
Bid sheet tabulation Good day in the pricing bid sheet number 8 thru 12 there may be work orders that require the use of those tools and equipment. My question is how long these tools will be needed when required 1 day -2days- 3days. What should we allow from 8 hours to 24 hours. Per task or work order what the count of hours are you telling us to allocate to give cost
Answer Requirements are unknown; the amount of time will depend on each work order. Pricing is a flat rate price.
Question The School Board has 3 maintenance departments. How would the district award the contractor selected?
Answer Decision will be made based on multiple factors after review of submittals.
Question
Items 1 & 2 refer to a "Master" electrician. The industry refers to a Master Electrical as one who has been certified by a local jurisdiction as an Electrical Contractor valid to operate only in the local of their certification and may design and pull permits. They must then register with the State as a Registered Electrical Contractor (ER). A Master Electrician has a limited license. Whereas a State Certified has an unlimited electrical license (EC) superseding a Master. Is a EC acceptable for the submission of lines 1 and 2?
Answer HCPS will accept either one.
Question The "past 3 year pricing" items do not coincide with the current bid items. May we please get one that does? Thank you.
Answer Items required for bids may change based on need and District requirements.
