About this opportunity
Seminole County, Florida is seeking a Disaster Recovery Consultant to provide comprehensive FEMA-related financial recovery services through a competitive Request for Proposal (RFP) process. The solicitation targets consultants with extensive expertise in government financial operations, FEMA regulations, the Stafford Act, and the Public Assistance Program. Required services include staffing the Documentation Unit during emergency operations, providing debris specialists, conducting damage assessments of county facilities, and developing disaster response and recovery policies. The county will evaluate proposals based on four equally weighted criteria: Qualifications/Experience, Approach to Work, References Related to Scope of Services, and Fee Structure, with each category receiving 25% of possible points. Proposers must submit hourly rates for five key positions: Disaster Recovery Program Manager/Policy Advisor, Disaster Recovery Project Manager, FEMA Public Assistance Specialist, FEMA Public Assistance Analyst, and PA Grant Admin, along with estimated percentage of project hours. Key dates include a September 4, 2023 deadline for questions and a proposal submission deadline of September 20, 2023, at 2:00 pm.
The RFP does not specify specific set-aside designations or restrictions for disadvantaged enterprises. The proposed contract is a three-year agreement with options to renew for two additional one-year periods, structured with compensation on either a Fixed Fee or Time Basis Method. Hourly rates will vary based on professional level, ranging from Public Assistance Analysts to Program Managers. Reimbursable expenses follow specific guidelines, including IRS mileage rates, limited car rental options, lodging reimbursements up to $100, and meal allowances with and without receipts. Contractors must maintain specific insurance coverages, including professional liability, workers' compensation, and commercial general liability, with Seminole County named as an additional insured. The contract requires compliance with federal regulations, including E-Verify requirements, public records laws, and FEMA-specific provisions. While no specific budget range is explicitly stated, the comprehensive nature of the services and detailed expense provisions suggest a potentially significant contract value for the selected consultant.
