The District of Columbia Department of General Services is requesting design-build proposals for comprehensive modernization of Hendley Elementary School (approximately 79,575 square feet at 425 Chesapeake Street SE, Washington, DC 20032), with proposals due October 30, 2026, a pre-proposal conference and site visit scheduled for October 6, 2026, at 3:30 PM, and questions due October 12, 2026, at 2:00 PM. Local, Small, and Disadvantaged Business Enterprise (LSDBE) participation is required.
The scope combines renovation of the existing facility with new construction to align with District of Columbia Public Schools Educational Specifications, serving 304 projected students in grades PK–5 across 79,573 square feet of assignable space (79,575 with gross-up). Deliverables include all architectural, structural, mechanical, electrical, and civil design; construction management; hazardous material abatement and investigations; full permitting; public art installation; furniture, fixtures, and equipment (FF&E); move-in logistics; and comprehensive operations and maintenance manuals. The project includes new outdoor play and educational areas, a minimum U-8 size turf field, parking and loading facilities, and new site fencing, with existing exterior site amenities replaced in kind unless modified through community engagement.
The project budget is $76.6 million, with specific allowances for permits ($800,000), public art ($500,000), utilities ($400,000), and exploratory/existing building investigations ($300,000), allocated as approximately 2% in Fiscal Year 2027, 7% in FY 2028, 50% in FY 2029, and 41% in FY 2030. The Design-Builder must achieve Substantial Completion by July 15, 2030, Final Completion by January 17, 2031, and Administrative Completion by December 12, 2031, with the facility ready for occupancy by the 2030/2031 school year. The contract structure is cost-plus fixed fee with a guaranteed maximum price (GMP) to be established after 100% Design Development Documents are approved by April 1, 2027. GMP savings will be split 70% to the District and 30% to the Design-Builder, capped at $990,000 for the Design-Builder. Liquidated damages are assessed at $2,500 per day for delays beyond Substantial Completion.
The Design-Builder must achieve LEED for Schools Gold certification minimum and meet Net Zero Energy requirements per DC Energy Conservation Code Appendix Z with a target energy use intensity of 22 units or less, including solar-ready electrical conduit and support structures. The awardee must comply with Davis-Bacon prevailing wage standards, the DC Living Wage Act ($18.40 per hour as of July 1, 2026), first-source employment requirements (20% of journey worker hours and 51% of skilled laborer hours to be performed by District residents), and an SBE subcontracting goal of 35% of total contract dollar volume. An anticipated award is scheduled for December 15, 2026, with a Notice to Proceed or contract execution by February 15, 2027. The Design-Builder must submit a Baseline Schedule within 21 days of Notice to Proceed, with key design milestones including Concept Design within 12 weeks and subsequent schematic design, 50% design development, and complete design development phases. Performance and payment bonds equal to the full contract value are required, along with submission of a tax affidavit certification, contractor self-certification disclosing all political contributions since November 9, 2022, and a conflict-of-interest disclosure statement. Existing condition documents—facility condition assessment, asbestos management plan and inspection report, roof condition assessment, lead inspection report, and radon testing report—are attached as reference materials.
