Hendley Elementary School Lead Inspection Report Summary
This document is a Lead Inspection Report prepared for the District of Columbia Department of General Services in connection with the modernization project of Hendley Elementary School located at 425 Chesapeake Street SE, Washington, DC 20032. The report documents the results of lead-based paint inspection and assessment conducted on the existing school facility to identify the presence, location, and condition of lead-containing materials throughout the building. The inspection is a critical component of the design-build project that encompasses approximately 79,575 square feet and includes renovation of existing structures and new construction, requiring comprehensive knowledge of hazardous materials present before design and construction activities commence.
The lead inspection findings are essential for establishing baseline conditions and informing the design-builder's scope of work regarding lead abatement, containment, or remediation requirements during renovation activities. This assessment supports compliance with federal and District of Columbia lead-related regulations and ensures that the modernization project incorporates appropriate safety protocols and cost considerations related to lead management. The report provides the foundation for bid preparation, allowing offerors to accurately estimate the scope and costs associated with addressing identified lead hazards as part of the overall design-build services for the facility's modernization.

Attention: Mr. Brian Killian
Subject: Elevator Modernization – Asbestos and Lead Testing
Hendley Elementary School
425 Chesapeake Street SE
Washington, DC 20032
Job No.: 16-075
Dear Mr. Killian:
In accordance with your request our representatives, Mr. Wualter Hernandez a Licensed Asbestos
Inspector, and Mr. Dung Nguyen a Certified DC Lead Inspector, reported to Hendley Elementary
School located at 425 Chesapeake Street SE in the District of Columbia on February 21, 2017 to perform Lead-Based Paint (LBP) inspection and to conduct bulk sampling for suspect Asbestos
Contain Material (ACM) for elevator system prior to renovation or repair activities. This summary report addresses only the areas listed in Appendix A and B, therefore any other areas within the building will be assumed positive for lead and asbestos unless a test to be performed.
Lead Testing
The inspection was performed by using a Niton X-Ray Fluorescence (XRF) LBP analyzer, serial number 18595. The XRF was calibrated in accordance with the manufacturer’s instructions prior to obtaining readings from suspect painted surfaces. Housing and Urban Development (HUD) and
DC guidelines were followed to determine paint conditions. Painted surfaces on elevator system and adjacent surfaces that might be disturbed by the renovation or repair activities including but not limited to door system and wall system were analyzed at the time of inspection for lead presence.
Forty-one (41) XRF readings were conducted during this visit. The readings collected during this inspection are tabulated in Appendix A. The inspection revealed that there were no LBP hazards identified during the assessment.
Asbestos Sampling
Mr. Hernandez collected seven (7) bulk samples from twenty-one (21) homogeneous materials.
The number of samples collected complies with the minimum number of samples per material classification as specified under AHERA sampling protocols. Also, based on previous testing and sampling data, applicable samples areas were included in tabulated ACM testing results in
Appendix B.
The asbestos survey also included the review of the DGS Asbestos Hazard Emergency Response
Act (AHERA) Management Plan, consisting of floor plans, tested components, and National
Voluntary Laboratory Accreditation Program (NVLAP) approved testing results, and a re-inspection of the building to verify ACM.
The collected samples were submitted to AMA Analytical Services, Inc in Lanham, MD. Asbestos samples were analyzed by PLM analysis using EPA Method 600/R-93/116. The sample chain-of-custody and laboratory reports are provided in Appendix C.
Asbestos Sampling Results
Laboratory analysis of the asbestos bulk samples indicates three of sampled homogeneous sampling areas contain asbestos. Table 1 lists the sampled the homogeneous materials that were determined to contain asbestos. The table includes the location of the material, the sample numbers, and the highest concentration of asbestos detected in the analyzed samples.

Recommendations
Based on the United States Environmental Protection Agency’s (USEPA) definition, a material which contains greater than one percent (1%) asbestos must be handled according to OSHA and
USEPA regulations if disturbed. Materials summarized in table 1 are considered as Category II
Non-friable material. According to 40 CFR Part 61.141 Category II Non-Friable ACM may become RACM if:
The ACM becomes friable
The ACM has a high probability of becoming or has become crumbled, pulverized, or reduced to powder by the forces expected to act on the material in the course of demolition or renovation operations
Material which contain greater than one percent (1%) asbestos must be handled according to
OSHA, USEPA and DOEE regulations if disturbed. In addition, all suspect Asbestos Containing
Waste Materials (ACWM) must be segregated from non-asbestos waste and disposed of in accordance with District & federal asbestos regulations.
SaLUT appreciates the opportunity to provide these services to DGS. If you have any questions regarding these results, please feel free to contact me at (602) 488-8435.
Best regards, Azzam Jawad.

Comments
The following footnotes only apply to those samples which the total asbestos result is flagged with a note number.
TEM RECOMMENDATION - Please note, due to resolution limitations with optical microscopy and/or interference from matrix components of this sample, results which are reported via PLM as negative or trace (<1%) for asbestos may contain a significant quantity of asbestos. It is recommended that the additional analytical technique of TEM be used to check for asbestos fibers below the resolution limits of optical microscopy.
MATRIX REDUCTION RECOMMENDATION - Please note, due to interference from the matrix components of this sample, results which are reported via PLM as negative or trace (<1%) for asbestos may contain a significant quantity of asbestos which is obscured from view. It is recommended that the additional preparation technique of gravimetric reduction be performed on this sample to minimize the obscuring effects of matrix components, followed by reanalysis by PLM and/or TEM.
Analysis Method - EPA/600/R-93/116 dated July 1993 NAD = "No Asbestos Detected" TR = "Trace equals less than 1% of this component"
Uncertainty: For samples containing asbestos in range of 1-10% the CV is 0.43, 11-35% CV=0.55, >35 CV=0.23. All results are to be considered preliminary and subject to change unless signed by the Technical Director or Deputy.
