About this opportunity

The Oregon Department of Transportation (ODOT) is seeking professional services firms to establish a Statewide Cultural Resources Price Agreement (PA) across three regional categories: Region 1, Region 2, and Regions 3, 4, and 5 combined. The procurement aims to secure up to three separate Price Agreements for cultural resources services, including archaeological and architectural history services, project management, limited environmental services, historic resources services, and visual/aesthetics services. Proposing firms must have personnel who meet the Secretary of the Interior's Standards for Archeology and Architectural History and possess at least two ODOT-qualified personnel. The solicitation requires comprehensive documentation, including key staff resumes, conflict of interest disclosures, and various certifications. The pre-proposal conference is scheduled for October 13, 2025, with proposals due on November 5, 2025. Evaluation will be conducted using a qualifications-based selection process, with scoring criteria focusing on project team qualifications, local presence, project samples, management approach, and proposal organization. Proposers must demonstrate the ability to self-perform a broad range of cultural resources services and may include subcontractors for specialty services.

The contract includes specific set-aside and participation requirements for disadvantaged businesses. For state-funded Work Order Contracts exceeding $100,000, there is a 12% Certified Small Business Aspirational Target, while federally-assisted Work Order Contracts will be subject to Disadvantaged Business Enterprise (DBE) program requirements with an overall DBE goal of 23.43%. The Price Agreements will have an initial two-year Work Order Contract assignment period, potentially extendable for up to three additional years based on agency needs and performance. The collective maximum not-to-exceed amount for all Price Agreements is estimated at $2,000,000, with payment methods including cost-plus fixed-fee, fixed price, time and materials, and price per unit. Contracts will be funded by the Federal Highway Administration (FHWA), and firms are permitted to propose on multiple regional categories. The Price Agreements are anticipated to be effective by September 2025, with work typically assigned when ODOT lacks internal capacity to perform the required cultural resources and related professional services.
