About this file

This document is a Questions and Answers (#2) file issued by the Oregon Department of Transportation (ODOT) Procurement Office for Request for Proposal (RFP) #73000-00013144, addressing a Statewide Cultural Resources Price Agreement. The RFP seeks professional services firms to establish Price Agreements across three regional categories (Region 1, Region 2, and Regions 3/4/5 combined) for cultural resources services, including archaeological and architectural history services. The pre-proposal conference was scheduled for October 13, 2025, with proposal submissions due on November 5, 2025. The contract will have an initial two-year Work Order Contract assignment period, potentially extendable for up to three additional years based on agency needs and performance.

The procurement involves a qualifications-based selection process with a collective maximum not-to-exceed amount estimated at $2,000,000. Funding will come from the Federal Highway Administration (FHWA), with payment methods including cost-plus fixed-fee, fixed price, time and materials, and price per unit. The solicitation includes specific set-aside requirements, with a 12% Certified Small Business Aspirational Target for state-funded Work Order Contracts over $100,000 and a 23.43% Disadvantaged Business Enterprise (DBE) goal for federally-assisted contracts. Proposing firms must have personnel meeting the Secretary of the Interior's Standards for Archeology and Architectural History and include at least two ODOT-qualified personnel. Firms are permitted to propose on multiple regional categories and can serve as subcontractors in regions where they are not the prime contractor.

RE:RFP #73000-00013144

Questions and Answers #2 Q1 According to RFP Section 2.2.3, “It is preferred, but not required, for the project samples to be projects delivered on behalf of Agency.” If ODOT projects are preferred as company project examples, is it permissible to use ODOT staff as references?

Response: Yes.

Q2 Page 20 of the RFP, under Evaluation & Scoring Criteria Section 2.2.3 Project Samples, bullet four states “It is preferred, but not required, for the project samples to be projects delivered on behalf of Agency.” Will projects completed with ODOT be given more consideration/weighting in scoring than those with another Oregon state or federal agency?

Response: Potentially and at the discretion of each evaluator.

Q3 Page 14 of the RFP requires ODOT-Qualified personnel. Does ODOT have a specific qualifications process to be considered an ODOT-qualified archaeologist and/or architectural historian? If so, can a link to this requirement be provided.

Response: Please refer to the Consultant Qualification Program information located at the following link: Oregon Department of Transportation : Cultural Resources : Geo-Environmental : State of Oregon.

Q4 If ODOT does not have a specific qualifications process, are archaeologists and/or architectural historians who are qualified to perform work in the State of Oregon considered to be ODOT qualified?

Response: Please see answer to Q3 above.

Q5 RFP Section 2.1.3 requires completion of the Reference Form and three references must be named. RFP Section 2.2.3 requires two reference contacts for each of two project examples, for a total of four references. Is it ODOT’s intention that these should be seven distinct references?

Response: Please see Addendum #3.

Q6 Could ODOT please clarify whether the information requested in the table under section 2.2, Scoring Criteria, should be submitted for each individual PA (regions) or for all proposed PAs collectively? For instance, if we are proposing for PA Regions 1 and Regions 2, should we provide four (4) Attachment B - Project Sample Forms in total or just two (2)?

Response: Please see Addendum #3.

Q7 Will ODOT consider references from agencies outside of the State of Oregon, regardless of project and service relevance, unfavorably?

Response: Per evaluation criteria 2.2.3, references will not be contacted by the evaluation committee for scoring purposes.

Q8 If a firm is planning on submitting for only specific PAs (regions) as a prime, does that allow for the possibility of that firm to provide services as a subcontractor for the PAs (regions) that they are not pursuing as a prime?

Response: Yes.
