About this file

This document is Addendum 1 for an Oregon Department of Transportation (ODOT) Request for Proposal (RFP) for a Statewide Cultural Resources Price Agreement. The solicitation seeks professional services firms to establish Price Agreements for cultural resources services across three regional categories, with proposals due on November 5, 2025. The RFP requires firms to have personnel meeting the Secretary of the Interior's Standards for Archeology and Architectural History, with at least two ODOT-qualified personnel. Proposers must demonstrate the ability to self-perform a broad range of cultural resources services and may include subcontractors for specialty services. The addendum specifically modifies the scoring criteria for project team and qualifications, emphasizing the importance of key staff resumes and professional capabilities.

The contract will have an initial two-year Work Order Contract assignment period, potentially extendable for up to three additional years. The collective maximum not-to-exceed amount is estimated at $2,000,000, with payment methods including cost-plus fixed-fee, fixed price, time and materials, and price per unit. There are specific set-aside and participation requirements, including a 12% Certified Small Business Aspirational Target for state-funded contracts and a 23.43% Disadvantaged Business Enterprise (DBE) goal for federally-assisted Work Order Contracts. The Price Agreements will be funded by the Federal Highway Administration (FHWA) and are anticipated to be effective by September 2025, with work typically assigned when ODOT lacks internal capacity to perform the required cultural resources and related professional services.
