About this file
This is Addendum #3 to a Request for Proposal issued by the Oregon Department of Transportation (ODOT) Procurement Office for a Statewide Cultural Resources Price Agreement (ORBuys Bid Solicitation #S-73000-00013144). The addendum, issued on November 6, 2025, modifies the scoring criteria in RFP Section 2.2 to clarify that proposers will be evaluated and scored separately for each of three regional PA Categories (Region 1, Region 2, and Regions 3, 4, and 5 combined) based on the categories marked on the proposer's Cover Sheet, with awards issued to the highest-scoring proposer in each category. The original proposal deadline was November 5, 2025, and protests to this addendum must be submitted via email to the Single Point of Contact no later than November 11, 2025, at 1:00 p.m. Pacific Time.
The Price Agreement is structured to award up to three separate agreements across the defined regional categories for cultural resources services including archaeological and architectural history services, project management, limited environmental services, historic resources services, and visual/aesthetics services. The collective maximum not-to-exceed amount for all Price Agreements is $2,000,000, with the initial two-year Work Order Contract assignment period potentially extendable for up to three additional years. Funding is provided by the Federal Highway Administration (FHWA), and federal Work Order Contracts will be subject to a 23.43% Disadvantaged Business Enterprise (DBE) goal, while state-funded Work Order Contracts exceeding $100,000 are subject to a 12% Certified Small Business Aspirational Target. Proposing firms must demonstrate personnel who meet the Secretary of the Interior's Standards for Archeology and Architectural History and maintain at least two ODOT-qualified personnel.
