About this opportunity

The County of Sacramento Department of Airports is requesting qualifications for Construction Manager at Risk (CMAR) services for the Sacramento International Airport Airfield Maintenance Facility project, with Statements of Qualifications due November 19, 2026 at 2:00 PM Pacific Standard Time and an optional pre-proposal conference on September 29, 2026.

Eligible firms must hold a current Class B or higher California Contractors License, be registered with the California Department of Industrial Relations as qualified for public works under California Labor Code sections 1771.5 and 1725.5, provide adequate bonds and insurance, and demonstrate prior delivery of projects using CMAR methodology or guaranteed maximum price contracts on government and public works projects. No set-aside or preference program is identified.

The project consolidates airfield maintenance operations from three separate buildings and trailers into a single new approximately 20,000 square foot pre-engineered steel structure with three equipment and vehicle storage bays, maintenance work areas, administrative offices, and supporting infrastructure. The facility must achieve LEED Silver certification and comply with all applicable federal, state, and local codes, FAA requirements, and prevailing wage laws. Performance and payment bonds equal to 100 percent of contract costs are required before construction phase commencement.

The estimated construction budget is $18 million, with a range of $17.5 million to $18.5 million. CMAR fees comprise preconstruction staff costs and construction staff costs plus a fee percentage applied to direct work costs and general conditions. The preconstruction phase is estimated at nine months and the construction phase at 12 months. The contract term extends through project completion.

Evaluation is two-step: initial SOQ scoring on a 100-point scale covering project team qualifications, communication and collaboration, construction planning, safety, schedule, quality, cost control, and commissioning; followed by interviews for top-ranked firms, where sealed fee proposals and subcontractor bid details for three firms are opened after interview scoring. Interviews are tentatively scheduled for January 18–22, 2027, with Board of Supervisors approval anticipated in March 2027 and preconstruction notice to proceed in April 2027. Submission is via the OpenGov procurement platform.
