This is a Request for Qualifications (RFQ) issued by the County of Sacramento Department of Airports for Construction Manager At-Risk (CMAR) services for the Sacramento International Airport Airfield Maintenance Facility Project. The project involves planning, design, procurement, and construction of a new approximately 20,000 square foot pre-engineered steel structure with three equipment and vehicle storage bays, maintenance work areas, administrative offices, and supporting infrastructure. The facility will consolidate current AFMX operations from three separate buildings and trailers into a single location. Statements of Qualifications are due November 19, 2026 at 2:00 PM Pacific Standard Time via the OpenGov procurement platform. An optional pre-proposal conference is scheduled for September 29, 2026 at 6705 Lindbergh Drive, Sacramento, California. The projected timeline indicates interviews tentatively scheduled for January 18-22, 2027, with Board of Supervisors approval anticipated in March 2027 and preconstruction services notice to proceed in April 2027. The contract term extends through project completion, with the preconstruction phase estimated at nine months and the construction phase estimated at 12 months.
Eligible respondents must hold a current Class B or higher California Contractors License, be registered with the California Department of Industrial Relations, maintain adequate bonds and insurance, and demonstrate experience with CMAR delivery methods or guaranteed maximum price contracts on government and public works projects. The evaluation process consists of two steps: initial Statement of Qualifications scoring based on project team qualifications, communication and collaboration, construction planning, safety, schedule, quality, cost control, and commissioning (maximum 100 points), followed by interviews for top-ranked firms where sealed fee proposals and bid details for three subcontractors will be opened after interview scoring. The estimated construction budget is $18,000,000 with a range of $17,500,000 to $18,500,000. CMAR fees consist of preconstruction phase staff costs and construction phase staff costs plus a fee percentage applied to the direct cost of work and general conditions. The project must comply with LEED Silver certification requirements, all applicable federal, state, and local codes, FAA requirements, and prevailing wage laws. Performance and payment bonds in amounts not less than 100 percent of contract costs are required prior to construction phase commencement.

I. Introduction
The County of Sacramento (County) owns and operates the Sacramento
International Airport (SMF) through the Department of Airports
(Department). SMF is a commercial service airport located 12 miles from downtown Sacramento. SMF opened in 1967 under its previous name, the
Sacramento Metropolitan Airport, and in the 1990s it was renamed
Sacramento International Airport (Airport). Currently, SMF is best known as the gateway between Northern California destinations and major cities across the United States and the world.
The proposed Airfield Maintenance (AFMX) Facility project (Project) will consist of a new, approximately 20,000 square foot pre-engineered steel structure that will provide a modern, durable, and cost-effective solution to house maintenance equipment, vehicles, materials, and administrative functions in support of airfield operations in a single location at SMF. The proposed new building will be able to accommodate AFMX needs and estimated future growth.
The Department invites all qualified Construction Manager At Risk (CMAR) firms interested in providing their services described in this Request for
Qualifications (RFQ) to submit a Statement of Qualifications (SOQ) in compliance with the requirements stated herein.
A. Eligibility to Submit a Response
Respondents that intend to submit an SOQ must meet the following minimum requirements:
• Ability to provide adequate bonds and insurance commensurate with the work to be performed
• Hold a Class B or higher California Contractors License which is current, valid, and in good standing with the California Contractors
State License Board
• Be registered with the California Department of Industrial Relations and qualified to perform public works as required by California Labor
Code sections 1771.5 and 1725.5
• Have delivered projects using the CMAR delivery method or other delivery methods that require Guaranteed Maximum Prices (GMP) and managed work through GMP contracts
• Ability to deliver similar projects within performance period and budget
• Have experience working with government agencies and with public works projects, including applicable public contracting and labor compliance requirements
In addition, experience in the following areas is desired:
• Working in secure public areas
• Working in an operational setting that interacts with the public
• Experience with complex equipment replacement projects
B. Overview for Submitting a Response
The review and selection process will consist of the process described herein to determine the responsiveness of all SOQs received to the requirements set forth in this RFQ and to determine the CMAR providing the best value to the County.
Firms and entities meeting the minimum eligibility requirements set forth in
Sections I.A, III, and IV of this RFQ and interested in providing CMAR services for the Project are invited to submit an SOQ. Respondents should read this entire RFQ and meet all requirements described herein. SOQs that are deemed incomplete or are submitted past the due date and time shall be rejected. All required forms in the appendices must be completed and signed. Any SOQ not containing the information required by this RFQ will be rejected.
While attendance is not mandatory, all prospective CMARs are strongly encouraged to participate in the Pre-proposal Conference described in this document.
C. Questions and Communications
Questions concerning this RFQ must be submitted in the project Q&A section in OpenGov Procurement by the date and time stated in the RFQ timeline set forth in this document.
Questions received via phone or e-mail will not be considered nor responded
to. The County shall respond only to questions properly submitted as described above via addenda.
It is the responsibility of the Respondent to monitor the website for all information related to this RFQ.
D. Addenda
The County reserves the right to modify this RFQ at any time prior to the
SOQ due date. The County will modify the RFQ only by written addenda.
SOQs should be based on this RFQ document and any formal written addenda issued thereafter by the Department. Respondents should not rely on oral statements. Addenda will be posted in OpenGov Procurement. It is the responsibility of each prospective respondent to ensure receipt of all addenda.
E. County’s right to withdraw, cancel, suspend and/or modify RFQ
The County reserves the right to withdraw, cancel, suspend, and/or modify this RFQ for any reason and at any time with no liability to any prospective respondent for any costs or expenses incurred in connection with the RFQ or otherwise.
F. SOQs will not be returned
Upon submission, SOQs will not be returned.
II. Project Overview
The current AFMX facilities are in three different buildings and trailers, including a 4-wide portable trailer unit that is over 26 years old. It is necessary to consolidate the AFMX workspaces into one facility to improve work efficiency to centralized workflow, eliminate redundant utility expenses, staffing overhead, and equipment. The change will help with management oversight, scheduling, reducing downtime and increasing quality control.
The current facilities are undersized for the current AFMX staff, notwithstanding future staffing needs, limiting operational efficiency and safety. This presents several challenges and requires a proactive approach to ensure that AFMX operations can keep pace with SMF aircraft operations growth.
A. Project Description
This Project involves the planning, design, procurement, and construction of a new AFMX building. Based on the initial programming effort, the
Department has identified the desired components and functions of the facility, which are anticipated to include, but are not limited to, the following:
• A pre-engineered steel structure of approximately 20,000 square feet
• Three (3) equipment and vehicle storage bays
• Maintenance work areas
• Administrative and support offices, including restrooms and break areas
• Sweeper dump station, emulsion cleanout area in an accessory structure of approximately 3,000 square feet
• A concrete raised loading dock above grade
• Parking for thirty-two (32) staff/county vehicle parking spaces and two (2) ADA parking spaces
• Utilities connections (power, water, sewer, communication, etc.)
• HVAC, lighting, and fire suppression systems
• Building Site and Delta Road preparation, grading, drainage, paving, and landscaping and irrigation
• To achieve LEED Silver certification, meet specific prerequisites and earn points across various categories such as energy efficiency, water conservation, indoor environmental quality, and sustainable site development
• Compliance with all local, state, and federal codes and FAA requirements
• Signage scope for the building, including both exterior and interior signages
• Modification of the Aircraft Operations Area (AOA) fence and install a new gate
The Office of Planning and Environmental Review (PER) evaluated the
Project and issued an “Addendum to Original Sacramento International Airport (SMF) Master Plan Update Final Supplemental Environmental Impact
Report” for the SMF Airfield Maintenance Facility project on August 7, 2007, prepared in accordance with the California Environmental Quality Act (CEQA) and Sections 15000 et seq of Title 14 of the California Code of Regulations.
However, a successful respondent will be required to comply with applicable mitigation measures. See Attachment 3, Exhibit G.

E. Ownership and Disposition of Documents Submitted
All materials submitted in response to this RFQ will become the property of the County and, as such, are subject to the California Public Records Act
(Government Code sections 7920.000 through 7931.000).
The County will treat all information submitted in an SOQ as available for public inspection once negotiations with the selected Respondent have been completed. If a Respondent believes protected data is included in its SOQ, the Respondent shall clearly identify the data and provide the legal basis in support of the asserted classification. Respondents must present such information separately as part of its proposal OR type in bold red letters the term “CONFIDENTIAL” on that specific part or page of the SOQ which
Respondent believes to be confidential. Classification of data as trade secret data will be determined pursuant to applicable law, and, accordingly, merely labeling data as “trade secret” or labeling every page “CONFIDENTIAL” does not necessarily make the data protected as such under any applicable law.
In order for the County to assert the confidentiality of any such information in the event a California Public Records Act request is received, the
Respondent must request, execute and submit a County-prepared written agreement to defend and indemnify the County for any liability, costs and expenses incurred in asserting such confidentiality.
The final determination of whether the County will assert a Respondent’s claim of confidentiality shall be at the sole discretion of the County. Any information determined to be non-confidential shall be considered a public record. If the County determines that the Respondent’s information does not meet the criteria for confidentiality, the Respondent will be notified of the
County’s intent to release the public record in response to a California Public
Records Act request received by the County.
The Respondent agrees, as a condition of submitting its SOQ, that the
County will not, as between the parties, be liable or accountable for any loss or damage, which may result from a breach of confidentiality related to the
SOQ. The Respondent agrees to indemnify and hold the County, its officials, agents, and employees harmless from all claims arising out of, resulting from, or in any manner attributable to any violation of any provision of the
California Public Records Act, including legal fees and disbursements paid or incurred to enforce this provision
VI. Evaluation and Selection Process
A. Review and Selection Process
The review and selection process consists of two (2) steps to determine the responsiveness of all SOQs received and select the best value CMAR for recommendation to the BOS for approval and contract award.
I. Step 1 – Statement of Qualifications (Scoring and Evaluation)
The Department will evaluate the SOQs based on the rating and scoring information outlined in this Section. Each respondent submitting a responsive SOQ will be scored and ranked.
SOQs not including the required documentation and forms as specified in this RFQ will be considered non-responsive and will not be forwarded to the Selection Committee for consideration. The SOQ that has an Initial
Screening Questionnaire response resulting in a “not eligible” answer will not be forwarded to the Selection Committee for consideration.
If the SOQ meets all RFQ requirements, then the SOQ will be submitted to the Department’s Selection Committee for evaluation and review.
SOQs will be scored based on the thoroughness and inclusiveness of information requested in the RFQ. It is critical for prospective CMARs to provide clear, concise, and complete information in the narrative text of the SOQ that is consistent with other information, such as forms, contained in the SOQ. Each criterion shall have the following maximum point values:
II. Step 2 – Interviews
Upon completion of this review, the Selection Committee reserves the right to invite a short list of the top ranked Respondents for an interview.
It is anticipated that the three (3) top-ranked respondents will be interviewed although the Department reserves the right to invite more or fewer firms to interview. Please refer to Attachment 1, Projected RFQ
Timeline, for information about the projected timeframe for interviews, if conducted. Interviews will consist of a presentation by the Respondent followed by a question-and-answer discussion session. The presentation shall not be used to fill in missing or incomplete information that was required in the SOQ. No new information shall be presented by any
Respondent. An interview invitation letter will be provided by the
Department and identify items for discussion during the interview presentation. Date, time, location, required personnel, allotted time for the interviews, and equipment available to the Respondent for the presentation shall also be provided in the interview letter. Only key personnel listed by the Respondent in its SOQ shall participate in the interview. Respondents will be evaluated based on their presentation and responses to questions and a single score will be established.
CMAR Fee Proposal Sealed Envelope: Each prospective CMAR invited to an interview will be required to provide a separate sealed envelope which includes the completed CMAR Fee Proposal form, as set forth in Appendix E.
Each CMAR Fee Proposal shall include the Fee Percentage to be applied to the Direct Cost of Work plus General Conditions for the Final GMP (GMP
Criteria Point Value

Maximum total 100 proposals will be developed during the Preconstruction Phase of the Project).
In addition, the supervisory and management staff labor rates that will be provided by the CMAR must also to be included on the CMAR Proposal Form for both the Preconstruction Phase Proposal and the GMP Proposal
(Construction Services Phase).
This estimated budget for the Direct Cost of Work plus General Conditions and Hours has been developed by the Department and is included in
Appendix E. The estimated budget will be used to determine the Lowest Cost
Fee Proposal. The actual hours to be included in the Preconstruction Phase
Proposal will be prepared and developed during negotiation phase of the
Preconstruction Proposal. The actual hours for the progressive GMP will be developed during the Preconstruction Phase services and negotiated between the CMAR and the Department prior to the Construction Services
Phase.
• Bid Detail: Each prospective CMAR shall submit bid detail for three (3) bidders for the scope of work outlined in Section II. If the CMAR cannot obtain three (3) bidders, proof of good faith efforts to meet
RFQ requirements shall be included in the submission. A good faith effort means the CMAR made every reasonable attempt to comply with the provisions of the three-bidder requirement.
• GMP(s): Each prospective CMAR shall also submit their General
Conditions, General Requirements, Contingencies, and Allowances as a
GMP for this scope of work.
Sealed envelopes must be delivered prior to the CMAR interview with the
Department. Any prospective CMAR that does not present their sealed envelopes at check-in prior to the interview shall be deemed non-responsive, and the County Review Panel may decline to move forward with the interview.
At the conclusion of each prospective CMAR’s interviews, the interview performance will be evaluated by the Selection Committee based on the following scoring system:
Criteria Point Value
Section 1: Presentation 50
Section 2: Interview 50
Maximum total 100
At the conclusion of the prospective CMAR interviews, the County will add scores from steps 1 and 2. The top-ranked prospective CMAR will be notified and have its sealed envelope containing their CMAR Fee Proposal Form opened. Selection will be based on the overall evaluation of the interview performance and other criteria identified in this solicitation. Upon successful negotiation of said contract, the Department will recommend the selected
CMAR to the County Board of Supervisors (County Board) for selection and
Project award. In the event the County determines that negotiations with the selected CMAR are unsuccessful, the County shall notify the prospective
CMAR with the second highest combined score and begin negotiations with that firm. The County shall have no obligation to accept any fee proposal, or components thereof, prior to completing negotiations.
VII. Recommendation for Approval and Selection
A. Final Approval and CMAR Validation Process
The County reserves the right to choose or reject any and all SOQs and to further modify, at its sole and absolute discretion, any specific deadlines, timelines, instructions, or requirements contained in this RFQ. SOQs containing omissions, erasures, alterations, conditions, or additions not called for in this RFQ may be rejected. The County reserves the right to waive minor irregularities in any proposal received from a prospective CMAR and to make an award pursuant to this RFQ in the best interest of the
County.
B. Disposition and Ownership of Response Documents
The County will treat all information submitted in SOQs as available for public inspection once negotiations with the selected party are concluded. If copies of SOQs are anticipated to be included with Board materials, the
County will make such documents available for public inspection once staff have made a recommendation for the award.
If a prospective CMAR believes protected data is included in its SOQ, the prospective CMAR shall clearly identify the data and provide the legal basis in support of the asserted classification. Prospective CMARs must present such claimed protected information separately as part of its SOQ, OR type in bold red letters the term “CONFIDENTIAL” on that specific part or page of the SOQ which prospective CMAR believes to be confidential. Classification of data as trade secret data will be determined pursuant to applicable law, and, accordingly, merely labeling data as “trade secret” does not necessarily make the data protected as such under any applicable law.
In order for the County to assert the confidentiality of any such information in the event a Public Records Act request is received, the prospective CMAR must request, execute and submit a County-prepared written agreement to defend and indemnify the County for any liability, costs and expenses incurred in asserting such confidentiality.
The final determination of whether the County will assert a prospective
CMAR’s claim of confidentiality shall be at the sole discretion of the County.
Any information determined to be non-confidential shall be considered a public record. If the County determines that the Respondent’s information does not meet the criteria for confidentiality, the prospective CMAR will be notified of the County’s intent to release the public record pursuant to any
Public Records Act request.
The prospective CMAR agrees, as a condition of submitting its SOQ, that the
County will not, as between the parties, be liable or accountable for any loss or damage, which may result from a breach of confidentiality related to the
SOQ. The prospective CMAR agrees to indemnify and hold the County, its officials, agents, and employees harmless from all claims arising out of, resulting from, or in any manner attributable to any violation of any provision of the California Public Records Act, including legal fees and disbursements paid or incurred to enforce this provision.
