The City of Ocala is soliciting bids on the construction and installation of fifteen bus stop shelters throughout Ocala and Marion County, Florida, under ITB ENG/260740, with bids due July 13, 2026. This is a federally funded project carrying Davis-Bacon prevailing wage requirements, Buy America domestic-sourcing mandates for steel, iron, and manufactured products, and a 2.55% DBE participation goal.

Bidders must hold a current Florida general or building contractor license and demonstrate a minimum of five years' experience in commercial or industrial building construction, supported by three completed project references and three verifiable professional references. Electronic submission through www.bidocala.com or www.prorfx.com is mandatory; no alternative submission methods are accepted.

The scope encompasses site preparation, construction of concrete shelter and boarding/alighting pads (6-inch fibermesh concrete at 3,000 PSI minimum strength), installation of Tolar bus shelters with integrated lighting and benches (provided by the City), sidewalk construction, grading, drainage, utility coordination, ADA accessibility compliance, erosion and sediment control, sodding, and as-built documentation. The contractor is responsible for transporting shelter components and benches from City storage at 1805 NE 30th Ave Building 900 to jobsites as needed. All work must comply with City of Ocala regulations, Florida Department of Transportation standards, OSHA requirements, and Florida Building Code. The contractor must obtain all permits, provide 48-hour minimum notice to utility companies, and coordinate with multiple providers including City of Ocala Electric, Water, Sewer, and Fiber, plus CenturyLink, TECO Gas, and AT&T.

The contract is structured as a lump sum bid with substantial completion required within 180 calendar days of Notice to Proceed, plus 30 additional days for final completion. Contractor mobilization must begin no later than 10 calendar days after notification. Bid security equal to 5 percent of the total bid amount is required; the successful bidder must provide a performance bond at 100 percent of contract price, a payment bond at 50 percent per FTA requirements, and a maintenance and guarantee bond for 10 percent of project value for three years. Commercial general liability insurance of $1 million per occurrence / $2 million aggregate, commercial automotive liability of $1 million, workers' compensation per Florida statute, and builder's risk at full project value are mandatory. A 5 percent retainage applies until final acceptance.

Addendum 1 (June 17, 2026) clarified that electrical engineer-signed drawings are not required (solar lighting specs will accompany shelter order), hardware is City-provided (stainless steel replacements required), benches must position to one side for wheelchair accommodation, contractors must coordinate with Creative Outdoor Advertising for a minimum two weeks' notice on removal of existing benches, and no trash cans will be installed. Addendum 2 (July 8, 2026) confirmed contractor responsibility for transporting shelter components and benches from City storage (accessible Monday–Friday 8:00 a.m.–5:00 p.m., with advance scheduling available).
