Concourse A Apron Reconstruction - Bid Package 1
The Kenton County Airport Board (KCAB) is soliciting sealed bids for Concourse A Apron Reconstruction – Bid Package 1 at Cincinnati/Northern Kentucky International Airport (CVG) located in Boone County, Kentucky. This is a federal-aid airport infrastructure reconstruction project involving the demolition and reconstruction of approximately 41,000 square yards of 18-inch Portland cement concrete pavement in the southeast portion of Concourse A, including Gates A19 and A21, portions of Taxilanes 2N, 2C, 2S, R, and Taxiway S, bituminous shoulder reconstruction along Taxilane R, underdrain replacement, and airfield lighting upgrades. Key project objectives are to accommodate ADG V and VI aircraft operations, improve taxiing efficiency by removing a paved island between Taxilanes 2N and 2S, address drainage issues, prevent foreign object damage concerns, and replace pavement that has reached its design life. Successful bidders must demonstrate specialized airport construction expertise, appropriate licensing for Kentucky, capability to perform complex airfield surface reconstruction work, and compliance with Federal Aviation Administration standards and airport construction specifications. Bidders must meet established quality control requirements, including appointment of a full-time Contractor Quality Control Program Administrator with minimum five years of pavement construction experience and relevant professional qualifications (PE, EIT, NICET Level IV, or equivalent). A pre-bid meeting and mandatory site visit are scheduled for Thursday, April 3, 2025, at 10:00 am at CVG Centre Administrative Offices, 77 Comair Boulevard, Erlanger, Kentucky 41018, limited to two persons per company. This project is subject to federal compliance requirements including Davis-Bacon Act prevailing wage rates for heavy construction classifications, Buy American preference provisions under 49 USC §50101 for steel and manufactured goods, Executive Order 11246 regarding Affirmative Action and Equal Employment Opportunities with minority participation goals of 11 percent and female participation goals of 6.9 percent, and compliance with 49 CFR Part 26 Disadvantaged Business Enterprise (DBE) regulations. However, due to a preliminary injunction in the MAMCO v. DOT court case affecting DBE contracting goals in Kentucky, the DBE goal for this specific project has been reduced to zero percent, though this modification applies solely to the Concourse A Apron Reconstruction project and does not affect other CVG Airport projects. Bidders must submit a proposal bond equal to not less than 5 percent of the aggregate bid amount and, if awarded, must provide both a performance bond and labor and material payment bond, each in the amount of 100 percent of the contract price, executed by a surety company rated at least "A" by Best Insurance Reports.
