About this file
This is a business case document and bid opportunity from the Kenton County Airport Board (KCAB) for the reconstruction of Concourse A Apron and associated taxilanes at Cincinnati/Northern Kentucky International Airport (CVG). The project encompasses the design and reconstruction of deteriorated pavement at Concourse A, taxilanes R, 2N/2C/2S, H, and 1N/1S, with pavement condition ratings ranging from serious to fair, and includes updates to accommodate ADG V and VI aircraft operations. The scope of work includes design services, constructability and compatibility reviews, and construction. A pre-bid meeting is scheduled for Thursday, April 3, 2025, at 10:00 am at CVG Centre Administration Offices in Erlanger, Kentucky. Questions must be submitted by 11:59 pm on Wednesday, April 16, 2025, with answers posted by 12:00 pm on Friday, April 18, 2025. Bids are due by Thursday, April 24, 2025, at 2:00 pm. The design phase was originally scheduled for completion by January 2025, with construction projected to occur from July 2025 through November 2027.
The total project cost is $9,000,000, comprised of $8,000,000 for design, $500,000 for constructability and compatibility reviews, $450,000 contingency, and $50,000 for CVGAA labor. The project is funded through CVG Capital Funding sources. The business case emphasizes project justification based on taxilane and apron noncompliance, safety concerns, and increased maintenance costs. Expected benefits include reduced operations and maintenance costs through concrete pavement replacement, expanded ramp locations for larger aircraft access, and support for operational excellence and air service growth. The project aligns with the airport's strategic plan regarding sustainability and master plan objectives. Executive approvals were obtained from CEO Candace McGraw, CFO Dilwyn Gruffydd, and COO Shannon Oldfield.

Project Approach Scope & Fee negotiation in February‐April 2024, with May 2024 Board Meeting. Design NTP in May 2024, with design through February 2025. Construction project bidding in March and April 2025, meeting May 2025 Board.
Alternatives Delay the NTP until a later date to fund other projects. While possible, this will cause an increased cost to the overall project, create higher maintenance costs, and risk closures.
Recommendation Fund and complete design to allow for construction to occur in 2025.
