About this file
The document is a business case for the Concourse A Apron and Associated Taxilanes Reconstruction Design project at Cincinnati/Northern Kentucky International Airport (CVG). The project aims to reconstruct the pavement at Concourse A and associated taxilanes, which have deteriorated to varying Pavement Condition Ratings ranging from Serious to Satisfactory. The primary objectives are to update taxilanes to accommodate ADG V and VI aircraft, improve efficiency, and address drainage issues. The project timeline includes scope and fee negotiations from February to April 2024, design work from May 2024 to February 2025, and construction bidding in March and April 2025, with construction scheduled from July 2025 to November 2027.
The total project cost is $9,000,000, funded through CVG Capital Funding, with a breakdown of $8,000,000 for design, $500,000 for construction administration and constructability reviews, $450,000 for contingency, and $50,000 for CVGAA labor. The project aligns with strategic goals of operational excellence, financial sustainability, air service growth, and creating a customer-centric brand experience. The business case highlights the risks of delaying the project, including increased overall costs, higher maintenance expenses, and potential operational closures. The project has been approved by the CEO, CFO, and Executive Sponsor/COO, with the recommendation to fund and complete the design to enable construction in 2025.

Project Definition Business Objective: Ensure safety and efficiency of Concourse A apron areas and associated taxilanes.
Project Justification: Taxilane and apron non‐compliance and increased maintenance.
Expected Benefits/Product Produced: Reduced O&M costs due to the replacement of concrete pavement. Additional location on ramp for ADG V and ADG VI access.

Project Approach Scope & Fee negotiation in February‐April 2024, with May 2024 Board Meeting. Design NTP in May 2024, with design through February 2025. Construction project bidding in March and April 2025, meeting May 2025 Board.
Alternatives Delay the NTP until a later date to fund other projects. While possible, this will cause an increased cost to the overall project, create higher maintenance costs, and risk closures.
Recommendation Fund and complete design to allow for construction to occur in 2025.
