About this opportunity
DeKalb County, Georgia's Human Services Department is issuing a Request for Quotation (RFQ) to procure comprehensive tutoring services for six elementary schools, with three mandatory schools (Flat Shoals Elementary, Dresden Elementary, and Shadow Rock Elementary) and three additional schools selected from a list of seven options. The primary objective is to increase student proficiency in reading and math, with emphasis on third-grade literacy and foundational academic support for grades K-5. Services must be delivered in small group tutoring sessions with a student-to-tutor ratio of 3:1 to 5:1, occurring twice weekly for 60 minutes per session during after-school hours, commencing as early as November 2025 and concluding in March 2026. Required deliverables include instruction aligned with Georgia Standards of Excellence incorporating LEXILE-certified arts-based tools such as Music is Reading and Music is Math, bilingual English/Spanish materials with creativity-infused learning, service brochures, sample curriculum documentation, verification of past Title I school agreements, instructional approach documentation, staff resumes or biographies, completed reference forms with at least three references, a contractor affidavit, and a valid business license. Vendors must submit quotations on an hourly rate per tutor basis and are evaluated as the lowest, responsive, and responsible bidder. Questions must be submitted by 5:00 p.m. EST on October 31, 2025, with all quotations due by 3:00 p.m. EST on November 7, 2025, via the County's eProcurement Portal at https://procurement.opengov.com/portal/dekalbcountyga. The program will be monitored through scheduled site visits and monthly check-ins, with vendors responsible for recruiting and training tutors, collecting and reporting student performance data using MAP Growth (NWEA) assessments, maintaining attendance logs, submitting weekly tutoring schedules for approval, and providing comprehensive final reports comparing pre- and post-assessment data with site-specific summaries and program impact reflections.
All contractors and subcontractors must register and participate in the federal work authorization program and provide proof of compliance via a completed Contractor Affidavit. Successful contractors must furnish certificates of insurance prior to work commencement, including statutory workers compensation, business auto liability with minimum $500,000 coverage, and commercial general liability with $1,000,000 per occurrence and $2,000,000 general aggregate limits, with DeKalb County named as additional insured on all policies. Payment terms are Net 30. The RFQ does not specify set-aside designations for disadvantaged enterprises, minority-owned businesses, or other restricted vendor classifications. No incumbent vendors or current contractors are identified in the procurement documentation. The RFQ does not include a listed budget range or award value; however, quotations are to be submitted on an hourly rate per tutor basis, allowing the County to evaluate costs based on the number of tutors required and hours of service across the six elementary schools and the duration of the program from November 2025 through March 2026.
