About this opportunity

Jacksonville Electric Authority is requesting proposals for construction services to replace approximately 1,200 feet of 69 kV underground cable originating from the Dillon Substation, with proposals due October 27, 2026 and a mandatory pre-response meeting on October 5, 2026. Respondents must be listed on Florida's Responsible Bidder's List for Category EG7 (Underground Transmission Construction 69kV and Above — Solid Dielectric Cables) and cannot appear on state or local disqualified vendor lists or have had contracts terminated for default within two years.

The scope encompasses installation of open-cut concrete-encased duct banks, horizontal directional drilling (HDD) duct banks, pulling and installation of 69 kV ethylene-propylene rubber (EPR) insulated cable (2,000 kcmil copper conductor), modifications to overhead transmission riser poles and substation termination structures, removal of existing direct-buried cable, site restoration, traffic maintenance, and permitting. Work occurs within the Dillon Substation and generation facility and along City of Jacksonville right-of-way on Talleyrand Avenue and Wigmore Street. The cable must be manufactured exclusively by Okonite, Kerite (Marmon Utility), or Prysmian per ICEA S-108-720 and AEIC CS9 standards and warrantied for 40 years. A Florida-licensed Professional Surveyor and Mapper approved by JEA is required for control surveys, construction layout, and as-built drawings. Personnel performing high-voltage terminations must hold minimum five years' experience and manufacturer certifications. All contractor personnel must obtain JEA Substation Entry Class certification and complete JEA's safety qualification requirements.

Construction is anticipated to begin February 1, 2028, with all cables pulled and terminated by April 12, 2028. Work hours are 7 a.m. to 4 p.m. Monday through Friday. Liquidated damages are set at $1,000 per calendar day for delays exceeding 40 days beyond substantial completion, capped at ten percent of contract price.

Evaluation allocates 100 points: low bidder quotation (30 points), project narrative (5 points), work plan and resource availability (15 points), three similar projects completed in Florida within the past five years (30 points), preliminary schedule (15 points), and Jacksonville Small Emerging Business (JSEB) participation for design scope only (5 points). A five-percent bid bond and 100 percent performance bond are required. Payment terms offer either one percent discount at 20 days or net 30 days, or two percent discount at 10 days or net 30 days.
