About this file

This is a bid evaluation matrix for a Request for Proposal (RFP) issued by Jacksonville Electric Authority (JEA) for Circuit 680 Underground Cable Replacement Construction Services. The solicitation seeks a contractor to provide construction services for the replacement of approximately 1,200 feet of 69 kV underground cable originating from the Dillion Substation. Work will be performed within the substation and generation facility, as well as within the City of Jacksonville right-of-way along Talleyrand Avenue and Wigmore Street. The scope of work includes installation of an open-cut, concrete-encased duct bank; installation of a horizontal directional drilling (HDD) duct bank; pulling and installation of 69 kV EPR cable; modifications to an overhead transmission riser pole and substation termination structures; removal of existing direct-buried 69 kV cable; site restoration; maintenance of traffic; permitting; and all related activities. A mandatory pre-response meeting was scheduled for October 5, 2026, with proposals due on October 27, 2026. The project has an anticipated In-Service Date (ISD) of April 12, 2028, with construction activities commencing on December 14, 2027, and anticipated outages occurring between February 1 and April 12, 2028.

The evaluation matrix allocates 100 total points across multiple criteria: low bidder quotation of rates (30 points), project narrative (5 points), work plan and resource availability (15 points), company experience demonstrated through three similar projects completed in or along City and FDOT right-of-way in Florida within the past five years (30 points divided equally among three references), preliminary project schedule (15 points), and Jacksonville Small Emerging Business (JSEB) participation (5 points). Respondents must meet minimum qualifications and provide detailed documentation including a project narrative PDF, work plan and resource availability PDF, three reference project PDFs, and a detailed preliminary schedule PDF. For company experience, respondents must submit three projects of similar scope, scale, and complexity, with preference for installation of 69 kV underground EPR cable within public road right-of-ways and electrical substations using open cut sections with concrete encased duct banks, HDD sections, and manhole installations. JSEB participation is encouraged for design scope work only, with points awarded based on the percentage of work subcontracted to a qualified JSEB firm.

(5 points) Provide a full detail understanding of the project will also providing the major equipment needed for the project and necessary permits. List out three potential critical paths with propose solutions.

(5 points) Provides a high level summary of the project, but does not fully reflect the scope or complexity of this project. Provided no potential critical paths.

(3-4 points) Provides minimal to no information of the project scope. Provided no potential critical paths.

(0-2 points) 5

Work Plan & Resource Availability

The Respondent shall describe the work plan to complete the project successfully and meet JEA's milestones. The Respondent shall include a demonstration of resource availability to complete the work in accordance with the schedule. This can include presentation of prior work that demonstrates appropriate staffing and equipment levels to meet the project schedule. The work plan shall provide a detailed and logical sequence of work and describe a detailed breakdown of the following:

1. Procurement & Logistics Execution Plan

•Long-Lead Items (LLIs): Identify all critical path equipment and materials, including early engineering release and ordering strategies for LLIs.
•Supply Chain & Quality: Detail vendor pre-qualification, expediting procedures, and inspection plan for quality control. Note: All vendors need to be from JEA's approved manufacturers.
•Logistics & Material Control: Outline the strategy for shipping, site receipt, inventory tracking, and material preservation.

2. Construction Execution Plan

•Construction Methodology: Describe the physical build strategy, sequencing of trades, and any modularization or pre-fabrication strategies.
•Resource & Labor Management: Include a manpower chart with number of crews and equipment necessary for the project and details on subcontractor management.

This deliverable shall be submitted as a separate PDF and labeled *CompanyName*_WorkPlan&ResourceAvailability.pdf.

15 Evaluate:

• Overall procurement and construction plan

• Material lead times to successfully complete the project on or before the ISD

• Anticipated staff to successfully complete the project on or before the ISD

• Anticipated equipment to successfully complete the project on or before the ISD

(15 points) Provides a detailed and logical sequence of work, identification of critical path procurement items and realistic timelines and planning for material procurement, and a detailed construction plan with a resource allocation plan/chart that will be used for this project to maintain all milestones.

(10-15 points) Provides a generic sequence of work or lacks details and basic outline of procurement activities, construction activities, and resource allocation that will be used for the project.

(5-9 points) Provide little to no information on the work plan for the project.

(0-4 points) 15

Company Experience

The Respondent shall provide a summary of three (3) projects of similar scope, scale, and complexity. The examples should be able to demonstrate that the Team's experience and knowledge qualify them to complete the necessary work in a successful manner. The respondent shall have successfully completed three (3) similar projects in or along a City and FDOT ROW (underground electrical installation) in Florida within the past five (5) years ending on 8/31/2026.

Respondents that are working or have worked for JEA in the past 2 years involving similar work must submit JEA as a reference; should the supplier have more than one JEA projects within the defined period, supplier’s response shall only be composed of one (1) JEA projects and the remainer in other non-JEA projects unless only JEA projects can meet the requirements.

Provide the project reference company name, contact, phone, and email on the Minimum Qualification Form provided in Appendix B – Response Forms. Please also provide:

•a general summary of the project,
•a general summary of the results of the project related to work provided,

Jacksonville Small Emerging Business (JSEB)

JEA will award points for utilizing a Jacksonville Small Emerging Business (JSEB) in the performance of the initial design scope of work. This can include surveying, SUE, geotechnical engineering, permitting, and design tasks. Future JSEB participation may be required for construction services, to be determined by JEA and the bidder during design. At this time, do not include JSEB participation for construction. Points will be assessed based on the percentage of work to be subcontracted to a JSEB firm for the initial design scope of work only. The bidder is to indicate the percentage of work that they will subcontract to a JSEB firm in their proposals. Submissions missing required information will be scored lower. 5 Evaluate:

• Overall JSEB commitment
