About this file

This is a Summary of Work document for the City of Jacksonville's Circuit 680 UG Cable Replacement Construction Services project, managed by JEA (Jacksonville Electric Authority). The project involves the replacement of approximately 1,200 feet of 69 kV underground transmission cable originating from the Dillion Substation, with work occurring both within the substation and generation facility and within the City of Jacksonville right-of-way along Talleyrand Avenue and Wigmore Street. The scope of work includes installation of an open-cut, concrete-encased duct bank; installation of a horizontal directional drilling (HDD) duct bank; pulling and installation of 69 kV EPR cable; modifications to an overhead transmission riser pole and substation termination structures; removal of existing direct-buried 69 kV cable; site restoration; and maintenance of traffic. A mandatory pre-response meeting is scheduled for October 5, 2026, with a solicitation due date of October 27, 2026. The contractor must submit pre-construction submittals for engineer approval and coordinate with the JEA Project Manager regarding sequence of work, means of access, material storage space, and corridor use.

The contractor is responsible for all material and equipment procurement, with JEA providing no furnishings. The contractor must remove as much of the existing 2000kcmil 69kV cable as feasible and coordinate its pickup with the JEA project manager, with any remaining cable cut into 5-foot sections and returned. Existing lightning arrestors, terminators, and miscellaneous equipment must be removed and disposed of off JEA/City property. The contractor must obtain digging permits prior to excavation, contact local utility locating services at least 48 hours before excavating, and notify the JEA Project Manager 48 hours prior to starting excavation work. A qualified Environmental Health and Safety Coordinator with current OSHA HAZWOPER training listed on the JEA RBL must be provided to ensure compliance with site health and safety requirements, monitor work conditions, and maintain authority to stop work if necessary.
