The scope encompasses comprehensive interior renovation at three Carmel Fire Department stations including selective demolition, architectural modifications, mechanical and plumbing upgrades, electrical system improvements, fire protection enhancements, and phased construction while the stations remain operational. College Ave. includes sleep room construction and interior finishes across approximately 11,445 gross square feet; Stations 342 and 346 include individual sleeping rooms on the second floor and new decontamination facilities on the first floor, each totaling approximately 11,390 gross square feet. Work must comply with the 2012 International Building Code with 2014 Indiana amendments and related Indiana codes. Each bid for Stations 342 and 346 should include a $100,000 allowance for weight room modifications. Preferred subcontractors are identified: Nelson Alarm for Fire Protection and Irish Mechanical for Station 345 mechanical systems. Construction is scheduled to commence November 2026 for Stations 345 and 342, and March 2027 for Station 346, with final completion date to be determined. Standard work hours are 8:00 a.m. to 5:00 p.m., Monday through Friday; work outside these hours requires CFD Station Chief approval.

The general contractor must contribute at least 15% of the contract price through its own work, materials, and services, with mobilization costs not exceeding 10% of the bid amount. Bids must include a bid bond or certified check equal to 10% of the bid amount. The successful bidder must furnish performance and payment bonds equal to 100% of the contract price and a maintenance bond equal to 10% of the contract price. Contractor liability insurance must include workers' compensation (statutory limits), commercial general liability ($5 million combined single limit per occurrence), and commercial automobile liability ($5 million per occurrence), with the City and Engineer named as additional insureds except on workers' compensation policies.

Bidders must identify all subcontractors providing work valued at 5% or greater of the total bid amount on the Subcontractors List and submit a Manufacturers List identifying specific equipment proposed. All bids must remain valid for 30 days following the bid opening. The contract will be awarded to the lowest responsive and responsible bidder whose bid is reasonable and does not exceed available project funds. A non-mandatory pre-bid conference will be held September 3, 2026 at 10:00 a.m. at Fire Station 345. Bidders are responsible for conducting site inspections and investigations to assess subsurface conditions and existing utilities. The City of Carmel funds the project.
