About this file
This is a Project Manual for the Renovation of Stations 42 & 46, prepared by Etica Group for the City of Carmel, Indiana. The project encompasses comprehensive renovations of two Carmel Fire Department stations located at 3610 West 106th Street (Station 42) and 540 West 136th Street (Station 46). The work includes providing individual sleeping rooms and associated upgrades on the second floor, new decontamination facilities on the first floor, and other improvements outlined in the contract documents. The project will be executed in two phases, with Phase 1 commencing at Station 42 following the Notice to Proceed, and Phase 2 beginning at Station 46 once Station 45 relocates. The construction will proceed under a single prime contract with CTI Construction LLC as the Owner's Representative. Work is restricted to normal business hours of 8 a.m. to 5 p.m., Monday through Friday, with any work outside these hours requiring approval from the CFD Station Chief, including material deliveries. Weekly foreman meetings are scheduled for Monday mornings with the on-duty Station Officer to review activities and coordinate excessive noise operations.
The project specifications include detailed requirements across 33 divisions covering general requirements, demolition, concrete, wood and composite work, thermal and moisture protection, openings, finishes, specialties, furnishings, plumbing, HVAC, electrical, and communications systems. Key allowances include a $100,000 lump-sum allowance for weight room modifications at each station covering material costs, handling, installation, and contractor overhead and profit. Three alternates are available for consideration: decontamination room upgrades (Alternate 1), millwork bunks for sleeping spaces (Alternate 2), and tile flooring substitution in select rooms (Alternate 3). The contract includes standard administrative procedures for submittals, change orders, payment applications, and quality assurance. Owner occupancy during construction is anticipated with the exception of areas under active renovation, and the project maintains a Certificate of Substantial Completion process for portions occupied prior to final work completion. Mechanical and electrical systems serving occupied areas must be fully operational before occupancy, with the Owner assuming responsibility for maintenance and custodial services in those areas.
