About this file
This is a project manual for the City of Carmel, Indiana's Board of Public Works and Safety CFD Stations Remodel Project. The project encompasses remodeling work at CFD Stations 345, 342, and 346, with Station 45 commencing in November 2026 and Station 46 beginning in March 2027. Both Station 42 and 46 have end dates to be determined. Sealed bids are being accepted through the City's e-Procurement Portal until 10:00 am on Wednesday, September 16, 2026. The project manual establishes general requirement specifications including bi-weekly project manager meetings with current and incoming subcontractors, weekly Monday morning foreman meetings with the on-duty Station Officer, and mandatory work hours from 8:00 am to 5:00 pm. All work outside standard hours requires approval from the CFD Station Chief. Excessive noise activities must be scheduled in consultation with station personnel, with at least 24 hours' notice required when activities cannot be rescheduled. The stations will remain operational throughout construction, necessitating proper dust barriers, temporary partitions, and daily cleanup procedures.
Construction requirements include maintaining clear pathways to and from apparatus bays at all times, protecting a glass block wall at Station 45 designated as sacred to the station, and keeping both North and South drive lanes clear at Station 42 accessible 24/7 for emergency response vehicles. The General Contractor must furnish all dumpsters and manage debris disposal. Preferred subcontractors are identified as Nelson Alarm (Fire Protection, located at 2602 E 55th Street, Indianapolis, Indiana) and Irish Mechanical (Station 45 Mechanical Systems). Contractor parking, staging, and delivery areas are specified in project attachments with designated red-highlighted off-limits zones. Each bid for Stations 342 and 346 should include a $100,000 allowance for weight room modifications at those facilities. Detailed phasing plans are available for Station 45, while phasing for Stations 42 and 46 remains to be determined.
