About this opportunity

The Georgia Department of Community Affairs (DCA), through the Department of Administrative Services, is issuing an electronic Request for Proposals (eRFP) to secure professional services for the CDBG-DR Professional Services for Affordable Rental Rehabilitation Program (ARRP). The procurement seeks a qualified supplier to provide comprehensive professional services supporting disaster recovery efforts related to 2023 tornadoes and 2024 hurricanes in 51 impacted counties. Required professional services include administrative duties, labor and procurement management, financial compliance and monitoring, case management, construction management, and site inspections for housing projects. All services must strictly adhere to U.S. Department of Housing and Urban Development (HUD) guidelines and program specifications outlined in the state's action plans. The eRFP was posted on October 21, 2025, with proposals due by December 2, 2025, targeting federal funding allocation for landlord property renovations in disaster-affected regions. The selected vendor will be responsible for executing statutory responsibilities connected to Community Development Block Grant Disaster Recovery (CDBG-DR) program implementation.

While specific set-aside designations are not explicitly detailed in the provided documentation, the contract appears structured to accommodate qualified professional services providers with demonstrated expertise in disaster recovery program management. The procurement targets suppliers capable of comprehensive program administration across multiple technical domains, suggesting potential preference for firms with established track records in federal grant management and housing rehabilitation. The scope covers 51 counties affected by tornadic and hurricane events, indicating a significant geographical and operational scale. Though specific budget ranges are not specified, the extensive service requirements and multi-county coverage suggest a substantial contract value. Potential respondents should carefully review Attachment O (GA Action Plan for 2023-2024 Hurricanes) and Attachment S (2023 January Tornadoes Action Plan) for additional contextual information about program requirements and expected deliverables.
