About this opportunity
The State of Utah Division of Purchasing is soliciting quotes for helicopter lift services and ground crew support to transport seven new guzzler tanks, apron materials, and fencing materials to five Wildlife Management Areas (Levan, Hobble Creek, Timpanogos, Little Sahara Sand Dunes, and Tintic Valley), with quotes due September 11, 2026 and work scheduled for September 7–18 and November 2–20, 2026.
The procurement is a low-dollar RFQ evaluated on lowest responsive cost under the Utah Procurement Code objective criteria. Only one primary bid per vendor will be accepted; multiple or alternate quotes will be rejected. Three of five drop locations must be completed by September 18; the remaining two between November 2 and November 20. The contractor must provide both helicopter lift services and ground crew personnel at staging areas to attach loads and at drop sites to detach loads, with one additional helicopter flight per site allocated for personnel transport. All work is to be completed within five days, one staging area per day due to logistics constraints.
Scope documents include shapefiles identifying drop locations and staging areas across the Central Region. A Scope of Work attachment specifies material attachments, load detachment, and personnel transportation responsibilities. The contractor bears full responsibility for lift operations, load handling, and personnel transport costs and logistics.
Estimated contract value is $42,000 (sole bid received from Mountain West Helicopters, LLC). Payment is structured in two installments: first upon completion of the three initial staging areas, second upon completion of the two remaining locations. All pricing must comply with Utah Administrative Code R25-7 travel cost and per diem rates. Delivery is F.O.B. Destination Freight Prepaid and Allowed unless negotiated otherwise. Payment is processed within thirty days of correct invoice receipt.
The contractor must maintain workers' compensation insurance at statutory limits, commercial general liability insurance of no less than $1 million per occurrence and $3 million aggregate, and commercial automobile liability insurance of $1 million combined single limit. The contractor must be registered with E-Verify and certify non-debarment status. The State reserves the right to terminate for convenience with thirty days' written notice or for cause after ten days to cure material breach. Vendors may protest RFQ exceptions in writing to the Division of Purchasing prior to the closing date.
