About this file
This is a Scope of Work document from the State of Utah Department of Natural Resources, Division of Wildlife Resources, outlining a Request for Quote for helicopter lift services to transport guzzler tanks, apron materials, and fencing to multiple wildlife management areas across the Central Region. The project requires contractors to provide helicopter services and ground crew to deliver 7 new guzzler tanks, repair materials for 2 existing guzzler locations, and fencing materials across five staging areas: Levan Wildlife Management Area, Hobble Creek WMA, Timpanogos WMA, Little Sahara Sand Dunes, and Tintic Valley. The project is divided into two phases, with the first three staging areas requiring completion between September 7-18, 2026, and the final two staging areas requiring completion between November 2-20, 2026. Work will occur over five days, with one staging area completed per day due to logistics constraints. The contractor must provide personnel at each staging area to attach loads and at each drop site to detach loads, with an additional helicopter flight allocated for each site to transport and retrieve personnel.
Bids must be submitted as a single total cost covering all project expenses, including materials, fuel, and personnel necessary for completion. The contractor bears responsibility for all aspects of the lift operation, load attachment and detachment, and personnel transportation. Payment will be issued in two installments: the first upon completion of the initial three staging areas and the second upon completion of the final two staging areas. Multiple or alternate quotes will not be accepted; vendors submitting more than one bid will have only their primary bid considered. No site visits or bidders conferences are mentioned in the scope of work documentation.

ATTACHMENT B: SCOPE OF WORK BD27-102
Project Name: Helicopter Lift Central Region Guzzler Project FY27
Requested Items: We are seeking to hire a helicopter and ground crew to fly (7) new guzzler tanks, apron materials, and fencing, repair apron materials to (2) old guzzler locations, and fencing materials to (1) location.
Project Locations: The project is located at five (5) different staging areas. Staging area 1 is located on the Levan Wildlife Management Area about 2 miles northeast of Levan, UT. Staging area 2 is located on the Hobble Creek WMA at the mouth of Hobble Creek Canyon, east of Springville, UT. Staging area 3 is located on the Timpanogos WMA about ¼ mile north of Timpanogos Park about 1 mile east up highway 189 in Provo, Canyon. Staging area 4 is located near Little Saraha sand dunes in Juab County about 15 miles north of Lemington, UT. Staging area number 5 is located in the Tintic Valley, about 10 miles west of Eureka, UT.
Here below are the list of materials and estimated weights of loads and estimated number of flights for each staging area.
Staging area 1: Levan WMA. Staging area is approximately 1.6 miles from guzzler locations.
Loads: Guzzler (800 lbs), apron material (1,000 lbs), fencing material (1,600lbs).
3 flights
Staging Area 2: Hobble Creek WMA 1.1. mile to guzzler site Loads: Apron material (1,000 lbs), fencing (1,600 lbs) 2 flights
Staging Area 3: Timpanogos WMA 1.7 miles to guzzler and fence site Loads: Apron materials (1,000 lbs) and Fencing Materials (1,600 lbs) 2 flights

For exact locations of guzzler sites and staging areas see maps and files attached.
Project Timeline: Because of logistics of moving people and materials to each staging area it will only be possible to fly one staging area per day. So it will be a total of 5 days. The first three staging area projects can occur any day between September 7 -18th, 2026.The last two staging area projects will need to occur anytime from November 2 to 20, 2026
Bidding: Bids should be given on one total cost for the entire project. This should include all costs related to completing the project. Bids must include all materials, fuel, personnel, etc. necessary to complete the project. The contractor must have personnel to attach loads at each staging area and have crew members at each drop site to detach the load from the helicopter. All sites are very remote and will require crew members to be dropped off at the installation site to detach loads. The helicopter should plan on an extra flight for each site to drop off and pick up their personnel.
Payment: Payment will be issued after the first three staging areas have been completed and a second payment after the last two staging areas have been completed.
Questions should be submitted via Bonfire.
