About this file
This is an Award Memo issued by the State of Utah Division of Purchasing and General Services regarding contract award for helicopter lift services requested by the Division of Wildlife Resources. The procurement sought responsive and responsible vendors to provide helicopter lift services and ground crew support to transport seven new guzzler tanks, apron materials, and fencing materials to multiple drop locations across central Utah wildlife management areas, including Levan, Hobble Creek, Timpanogos, Little Sahara Sand Dunes, and Tintic Valley. The project required deliveries at three locations by September 18th and two remaining locations between November 2nd and November 20th, 2026. Evaluation of quotes was conducted according to objective criteria outlined in the Request for Quotes (RFQ), with selection based on lowest cost submission from responsive and responsible vendors.
The award memo indicates that the intended awardee has been selected and documented in accompanying award materials available on the public procurement website. No work, material purchases, or subcontract arrangements may commence until both the recipient and the Division of Purchasing and General Services execute a contract or purchase order. Vendors have seven days from issuance of the award notice to submit written protests detailing the nature of their objection to the Procurement Officer at PO Box 141061, Salt Lake City, UT 84114-1061. The receipt of the award notification does not constitute a binding contract; only execution of a purchase order or signed contract between the awarded vendor and the Division of Purchasing and General Services creates a contractual obligation.
