About this opportunity

Collier County's Procurement Services Division, on behalf of the Bayshore CRA Division, has issued Invitation to Bid (ITB) Solicitation 26-8651 to establish a term contract for right-of-way and easement mowing and general landscape maintenance services within the Bayshore Beautification Municipal Service Taxing Unit (MSTU) in Naples, Florida. The solicitation encompasses nine designated work areas including North and South Bayshore Drive, Thomasson Drive, Lunar Street, Bayview Drive, a community parking lot, Hamilton Avenue, an entry median at US 41 and Bayshore Drive, and the Bayshore Boardwalk, with service frequencies ranging from two to four visits per week depending on the area. Required services include pre-service cleaning, mowing, edging, weeding, ornamental and turf spraying, fertilizer and mulch application, general trimming and pruning, post-service cleaning, and irrigation system maintenance. Contractors must hold a Florida commercial landscape license, irrigation license with minimum three years' wet check and intermediate repair experience, pest control certification or licensed sub-contractor relationship, and certifications in fertilizer application, maintenance of traffic, green industries, arborist services, and irrigation services. Work must be performed Monday through Saturday between 7:00 AM and 5:00 PM, and contractors must attend monthly field reviews and MSTU Advisory Committee meetings at no additional charge. The contract term is three years with two optional one-year renewals, and the pre-bid meeting is scheduled for March 13, 2026, at 11:00 AM at 4825 Bayshore Drive, Naples, Florida. Bids are due April 7, 2026, at 3:00 PM (EST) and must be submitted electronically through the Collier County Procurement Services Division Online Bidding System. Award will be made to the lowest responsive and responsible bidder, with the county intending to identify primary and secondary awardees. Evaluation criteria include ability to manage project costs, maintenance of schedules, quality of work, professionalism, project administration, communication, risk management, and overall customer satisfaction as demonstrated through reference questionnaires.

No set-asides or restrictions limiting bidder eligibility to specific enterprise categories are specified in the solicitation; however, vendors are eligible for local business preference consideration if they maintain a physical business address within Collier County limits, hold a current local Business Tax Receipt issued by the Collier County Tax Collector, and can demonstrate measurable contribution to the county's economic development and well-being. All bidders must be enrolled in the E-Verify program at submission, maintain a Florida Certificate of Authority to conduct business, and comply with immigration certification and conflict of interest disclosure requirements. Successful bidders must obtain and maintain comprehensive insurance coverage including Workers' Compensation in accordance with Florida Statutes Chapter 440, Commercial General Liability with $1,000,000 single limits and $2,000,000 aggregate, Automobile Liability with $1,000,000 per occurrence, and Employer's Liability coverage, with Collier County named as an additional insured on all applicable policies. For contracts exceeding $200,000, contractors must submit Performance and Payment Bonds equal to 100 percent of the contract award amount and a Bid Bond of 5 percent of the cost proposal. The county historically has spent approximately $200,000 annually on these services; however, the solicitation documents note this figure may not be indicative of future purchasing patterns. Additional services such as pressure cleaning, sign maintenance, small project maintenance, and holiday decoration installation are available on a time and material basis with a 15 percent markup on materials and 10 percent markup on rental equipment. All materials including fertilizer, mulch, and irrigation parts are supplied by Collier County under separate contracts, with the landscape contractor arranging for pickup or delivery.
