About this file
This is an Authorization to Advertise document issued by Collier County's Procurement Services Division on behalf of the Bayshore CRA Division for Solicitation 26-8651, a term contract for landscape maintenance services within the Bayshore Beautification Municipal Service Taxing Unit (MSTU) in Naples, Florida. The scope encompasses right-of-way and easement mowing and general landscape maintenance across nine designated work areas including Bayshore Drive segments, Thomasson Drive, Lunar Street, Bayview Drive, a community parking lot, Hamilton Avenue, a US 41 entry median, and the Bayshore Boardwalk, with service frequencies ranging from two to four visits weekly. Required services include pre- and post-service cleaning, mowing, edging, weeding, ornamental and turf spraying, fertilizer and mulch application, trimming, pruning, and irrigation system maintenance. A pre-bid meeting is scheduled for March 13, 2026, at 11:00 AM at 4825 Bayshore Drive, Naples, Florida. Bids are due April 7, 2026, at 3:00 PM EST via electronic submission through the Collier County Procurement Services Division Online Bidding System. The contract term is three years with two optional one-year renewals, with work to be performed Monday through Saturday between 7:00 AM and 5:00 PM.
Contractors must hold a Florida commercial landscape license, irrigation license with minimum three years' wet check and intermediate repair experience, pest control certification, and certifications in fertilizer application, maintenance of traffic, green industries, arborist services, and irrigation services. The county has historically spent approximately $200,000 annually on these services, though this may not indicate future purchasing patterns. Additional services including pressure cleaning, sign maintenance, and holiday decoration installation are available on a time and material basis with 15 percent markup on materials and 10 percent markup on rental equipment. All materials including fertilizer, mulch, and irrigation parts are supplied by Collier County under separate contracts. Bidders eligible for local business preference must maintain a physical business address within Collier County, hold a current local Business Tax Receipt, and demonstrate measurable contribution to economic development. Successful bidders must maintain comprehensive insurance including Workers' Compensation, Commercial General Liability with $1,000,000 single/$2,000,000 aggregate limits, Automobile Liability with $1,000,000 per occurrence, and Employer's Liability coverage. Contracts exceeding $200,000 require Performance and Payment Bonds equal to 100 percent of the award amount and a Bid Bond of 5 percent of the cost proposal. Award will be made to the lowest responsive and responsible bidder, with the county intending to identify both primary and secondary awardees based on evaluation criteria including cost management, schedule maintenance, work quality, professionalism, communication, and customer satisfaction.
