About this file

Form 3: Immigration Certification is a vendor compliance document issued by Collier County's Procurement Services Division for the Bayshore Beautification MSTU Road Maintenance contract (ITB Solicitation 26-8651). The form requires all bidders to demonstrate enrollment in the E-Verify employment verification program at the time of proposal submission, with acceptable evidence consisting of either a completed E-Verify Company Profile page or a fully executed E-Verify Memorandum of Understanding. The pre-bid meeting is scheduled for March 13, 2026, at 11:00 AM at 4825 Bayshore Drive, Naples, Florida, with bids due April 7, 2026, at 3:00 PM (EST) through the Collier County Procurement Services Division Online Bidding System. The contract term is three years with two optional one-year renewals, and work must be performed Monday through Saturday between 7:00 AM and 5:00 PM across nine designated work areas including North and South Bayshore Drive, Thomasson Drive, Lunar Street, Bayview Drive, Hamilton Avenue, a community parking lot, an entry median at US 41 and Bayshore Drive, and the Bayshore Boardwalk, with service frequencies ranging from two to four visits per week.

Vendors must attest under penalties of perjury that they are fully compliant with all applicable immigration laws, including the 1986 Immigration Act and subsequent amendments, and Florida Statutes 448.095, with failure to provide E-Verify enrollment documentation resulting in the vendor's submission being deemed non-responsive. Collier County will not award contracts to vendors who knowingly employ unauthorized alien workers, and any violation of Section 274A(e) of the Immigration and Nationality Act constitutes grounds for unilateral contract termination. The form requires execution by a duly authorized corporate representative with signature authority, and all bidders must maintain a Florida Certificate of Authority to conduct business and comply with additional conflict of interest disclosure requirements beyond this immigration certification.
