About this file
Form 4: Local Vendor Preference Certification is a standardized document issued by Collier County's Procurement Services Division for vendors seeking to qualify for local business preference consideration under the Collier County Procurement Ordinance. This certification form applies to the Bayshore Beautification MSTU Road Maintenance solicitation (ITB 26-8651), which seeks contractors to provide right-of-way and easement mowing and general landscape maintenance services across nine designated work areas in Naples, Florida, including Bayshore Drive, Thomasson Drive, Lunar Street, Bayview Drive, Hamilton Avenue, community parking facilities, entry medians, and the Bayshore Boardwalk. Services required include pre- and post-service cleaning, mowing, edging, weeding, ornamental and turf spraying, fertilizer and mulch application, general trimming and pruning, and irrigation system maintenance, with work frequencies ranging from two to four visits per week depending on the area. The pre-bid meeting is scheduled for March 13, 2026, at 11:00 AM at 4825 Bayshore Drive, Naples, Florida, with bids due April 7, 2026, at 3:00 PM (EST) submitted electronically through the Collier County Procurement Services Division Online Bidding System. The contract term is three years with two optional one-year renewals.
To qualify for local business preference consideration, vendors must maintain a physical business address within Collier County limits with a registered County business address through the Florida Department of State Division of Corporations, obtain and maintain a current local Business Tax Receipt (Occupational License) issued by the Collier County Tax Collector prior to bid submission, and demonstrate measurable contribution to Collier County's economic development and well-being through factors such as employment retention and expansion, support to the county's tax base, and employee and principal residency within the county. Vendors must certify their local business status in writing at the time of bid or proposal submission, with false representation of local preference status resulting in loss of local preference eligibility for up to one year. The county historically has spent approximately $200,000 annually on these services, though this figure may not be indicative of future purchasing patterns. The county will identify primary and secondary awardees with award made to the lowest responsive and responsible bidder based on evaluation criteria including cost management, schedule maintenance, work quality, professionalism, and customer satisfaction as demonstrated through reference questionnaires. Successful bidders must obtain comprehensive insurance coverage including Workers' Compensation, Commercial General Liability ($1,000,000 single/$2,000,000 aggregate), Automobile Liability ($1,000,000 per occurrence), and Employer's Liability, with Collier County named as additional insured, and for contracts exceeding $200,000, must submit Performance and Payment Bonds equal to 100 percent of the contract award amount and a Bid Bond of 5 percent of the cost proposal.
