About this opportunity
The City of Leesburg, Florida is requesting sealed bids from Florida-licensed Certified General Contractors (CGC) or Certified Building Contractors (CBC) for the Baker Street Sidewalk Project under IFB 26-006-LK, with bids due May 27, 2026 at 11:00 a.m. This HUD Community Development Block Grant (CDBG)-funded project carries mandatory Davis-Bacon Act prevailing wage requirements and federal labor standards compliance as a decision-flipping constraint.
The scope encompasses approximately 680 linear feet of 5-foot-wide concrete sidewalk construction along the north side of Baker Street from 1114 Baker Street to Dixie Avenue in Lake County, including grading, crosswalk construction, and ADA-compliant pedestrian ramps. The project is structured as Design-Build; proposers must conduct their own field investigations, utility coordination, and design development. Concrete must conform to FDOT Standard Index 310 unless City of Leesburg Construction Standard Specifications impose stricter requirements—minimum 4-inch thickness at 3,000 PSI, expansion joints every 5 feet, 1.5 percent maximum slope, and 6x6xW1.4xW1.4 welded wire fabric reinforcement. Contractors must obtain all necessary permits and provide sealed as-built drawings by a licensed professional surveyor. The Davis-Bacon wage determination (General Decision FL20260254, effective January 2, 2026) establishes prevailing rates ranging from $15.08 to $33.61 per hour plus fringe benefits and paid sick leave per Executive Order 13706.
The project budget is $45,640.42. The contract term is 60 calendar days for substantial completion, with liquidated damages of $904 per day for delays. A 5 percent bid guarantee (cashier's check or bid bond) is required; the successful contractor must provide a 100 percent performance and payment bond plus a 10 percent maintenance bond. Commercial General Liability, Business Automobile Liability, and Workers' Compensation insurance are required, with the City named as additional insured. Payment is made at 95 percent of invoiced amounts upon work certification, with final payment withheld until all claims are satisfied.
Contractors must be actively registered in SAM.gov at bid submission and throughout contract performance. The pre-bid conference was held April 29, 2026. Questions were due May 6, 2026. Addenda were issued through May 25, 2026 (Addendum 5 clarified Design-Build scope and utility coordination responsibilities). Bid tabulation will be completed within two working days; Intent to Award is scheduled by June 10, 2026, with final City Commission award following.
