About this file

This is an addendum to an Invitation for Bid (IFB) issued by the City of Leesburg, Florida for the Baker Street Sidewalk Project. Addendum No. 3, dated May 13, 2026, provides revisions to the original solicitation documents and must be acknowledged by all bidders upon submission. The project encompasses the construction of approximately 680 linear feet of 5-foot-wide sidewalk along the north side of Baker Street, extending from 1114 Baker Street to Dixie Avenue in Leesburg, Lake County, Florida. Work includes sidewalk installation, grading, crosswalk construction, and ADA-compliant pedestrian ramps. The project is designed and constructed in accordance with applicable federal, state, and local regulations, including current ADA standards. Bidders must be Florida-licensed Certified General Contractors (CGC) or Certified Building Contractors (CBC) and must acknowledge receipt of this addendum by indicating such on the Proposal Bid Form. If a bid has already been submitted, the bidder should revise their electronic submission to include the addendum; however, submission of any bid will be construed as acknowledgment of receipt.

The addendum specifically provides a revised Concrete Walkway Detail (Attachment F), establishing technical specifications for sidewalk construction. The concrete walkway must conform to FDOT Standard Index 310 unless more stringent standards are required by City of Leesburg Construction Standard Specifications. Specifications include a minimum 4-inch concrete thickness for standard sidewalks (6 inches for driveways and traffic-bearing areas), 3,000 PSI concrete, expansion joints every 5 feet, 1.5 percent maximum slope, 6x6xW1.4xW1.4 welded wire fabric reinforcement, and compaction of the upper 12 inches of subgrade to a minimum of 98 percent modified Proctor dry density per ASTM D1557. The project is funded through the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) program, and contractors must be actively registered in the System for Award Management (SAM.gov) at bid submission and throughout contract duration, with compliance required for all applicable HUD requirements, including Davis-Bacon Act wage determinations and federal labor standards.
