About this opportunity

The Florida Department of Management Services is requesting proposals for a state term contract to establish auditing and related services across five service categories, with proposals due December 1, 2026, and a non-mandatory pre-proposal conference on October 7, 2026. The Department intends to make multiple statewide awards—up to five per service category—and reserves the right to award to one or multiple respondents statewide or by region, or make no award.

The five service categories are Financial and Accounting Auditing Services & Consulting; Investigative Auditing Services & Consulting; Information Technology and Data Compliance Auditing Services & Consulting; Programmatic and Compliance Auditing Services & Consulting; and Risk Assessment Auditing Services & Consulting. Respondents may pursue one or more categories. Services will be delivered on an as-needed basis with no guaranteed or minimum spend; the historical average annual spend under the predecessor contract is approximately $7 million, provided for informational purposes only.

Respondents must submit separate technical proposals for each service category using designated templates (Attachments L1–L5, converted to PDF). Technical proposals carry up to 300 points per service category, evaluated on fixed-point scales: Auditing Services (Section 1) is worth 230 points (Experience: 0, 40, 65, 90, or 115 points; Proposed Solution: 0, 40, 65, 90, or 115 points), and Audit Consulting Services (Section 2) is worth 70 points (each prompt: 0, 5, 15, 25, or 35 points). Cost proposals carry up to 100 points: 60 points for lowest initial term hourly rates and 40 points for lowest renewal term rates. Pricing must be submitted in Excel format on Attachment C, specifying hourly rates for six job titles (Principal/Partner, Project Manager, Senior Auditor, Junior Auditor, Administrative Support, and Audit Consultant) across both initial and renewal terms for any category pursued.

The contract term is three years from execution. Respondents must be registered with the Florida Department of State, provide a Florida Substitute Form W-9, and complete Vendor Certification Form PUR 7801 prior to contract execution. Mandatory compliance certifications include attestations regarding foreign country of concern restrictions, labor coercion prohibitions (Attachment J), e-verify compliance, scrutinized company lists (for contracts valued at $1 million or more), and absence of Cuba or Syria business operations. A Drug-Free Workplace Certification (Attachment K) is voluntary but serves as a tiebreaker. The contract is subject to PUR 1000 General Contract Conditions and Enterprise Standard Terms and Conditions (Attachment E).

Questions are due October 13, 2026, at 5:00 PM; anticipated Q&A responses will post by November 3, 2026. Proposals open publicly at 11:30 AM on December 1. Evaluation is anticipated December 14, 2026, through January 12, 2027, with Notice of Intent to Award on January 19, 2027. All responses must be submitted through MyFloridaMarketPlace Sourcing Event via the SAP Business Network. Vendor contact is Nicholas Baxter, Purchasing Analyst, (850) 488-9996, Nicholas.Baxter@dms.fl.gov.
