Summary of Attachment D - Technical Proposal Instructions and Evaluation Criteria
This document is a Technical Proposal Instructions and Evaluation Criteria attachment for RFP No. 26-84111600-RFP issued by the State of Florida Department of Management Services for Auditing and Related Services. Respondents must submit separate technical proposals for each Service Category using Attachments L1 through L5, converted to PDF format without hyperlinks, cover pages, cover letters, or tables of contents. For each Service Category, respondents must complete two sections: Section 1 with Prompt 1 (limited to 8,000 characters) describing experience in auditing services, and Section 2 with Prompt 2 (limited to 12,000 characters) describing proposed solutions for audit consulting services. The submission must follow the naming convention RespondentName_TechnicalProposal_Attachment_L# (Service Category #), and respondents must demonstrate experience and capabilities across all Service Categories for which they intend to respond. Failure to complete both prompts under both sections for a Service Category may result in the respondent being found non-responsive for that specific category.
The technical proposals are evaluated on a fixed-point scale with no ranges. For each Service Category, Auditing Services (Section 1) is worth 230 available points: Prompt 1 (Experience) earns 0, 40, 65, 90, or 115 points based on quality, depth, and relevance of experience, while Prompt 2 (Proposed Solution) earns the same point distribution based on the respondent's demonstrated ability to provide services statewide with diverse knowledge and skillsets. Audit Consulting Services (Section 2) is worth 70 available points: Prompt 1 (Experience) earns 0, 5, 15, 25, or 35 points, and Prompt 2 (Proposed Solution) earns 0, 5, 15, 25, or 35 points using identical evaluation criteria. The total available points for each technical proposal is 300, with evaluation focusing on relevant experience with governmental entities, staffing levels, organizational certifications, and statewide service delivery capability. Resumes are not permitted as they will not be evaluated.
