About this opportunity
The State of Utah, on behalf of the NASPO ValuePoint cooperative purchasing program, is requesting proposals for Walk-In Building Supplies through a national Master Agreement vehicle under RFP AS26-68, with proposals due September 10, 2026. This is a multi-award cooperative contract available to states, cities, counties, municipalities, and eligible public entities nationwide; vendors offering state-by-state coverage in lieu of national availability are eligible for award on a state-specific basis.
The scope covers retail building supplies at walk-in locations, with participating entities receiving contract discounts at point of purchase rather than through dedicated warehousing or delivery. The cost proposal requires vendors to price a market basket of 20 items (asphalt repair mix, exterior paint, lumber, plywood, tools, concrete mix, flooring products, fasteners, water treatment products, and related materials) and provide a minimum percentage discount guaranteed for the full five-year contract term. Vendors must accept credit and purchasing cards, implement billing and purchase processes compatible with cooperative operations, maintain return policies and warranties, and demonstrate PCI and SOC2 data security compliance. Technology infrastructure and value-added offerings such as sustainability or recycling programs are evaluation factors.
The contract term is five years, expiring July 31, 2027. Estimated participating states and territories show annual volumes totaling approximately $30.2 million, with historical incumbent sales ranging from $22.4 million to $25.9 million annually. No minimum or maximum sales are guaranteed.
Evaluation is four-stage: Initial Responsiveness, Mandatory Minimum Requirements (certifications and documentation), Technical Criteria (700 points across customer service, contract management, NASPO ValuePoint implementation experience, billing processes, return policies, and technology/data security), and Cost Evaluation (300 points on minimum discount percentage and market basket pricing). Offerors must achieve 490 points (70 percent) in technical evaluation to advance to cost scoring. Any vendor reaching a combined minimum of 600 points receives a Master Agreement award.
Proposals must be submitted exclusively through the U3P Platform (Bonfire). Utah will not accept email or traditional mail submissions. Vendors must pay a NASPO ValuePoint administrative fee of 0.4 percent (or 0.33 percent if fully compliant with reporting) on all invoiced sales quarterly. Participating states have state-specific addenda with individual terms; contractors must comply with applicable state requirements (Oregon, Washington, Hawaii, North Carolina, and South Carolina addenda are attached). Contractors must carry Commercial General Liability ($1 million per occurrence / $2 million aggregate) and Commercial Automobile Liability insurance where applicable, with freight F.O.B. destination prepaid by contractor. No pricing may be claimed confidential.
