About this file
This is an Offeror Response Worksheet for Request for Proposals AS26-68 issued by the State of Utah in collaboration with the NASPO ValuePoint cooperative purchasing program for Walk-In Building Supplies. The RFP seeks to re-solicit the Walk-In Building Supplies portfolio, which is currently set to expire on July 31, 2027. The resultant Master Agreement(s) are designed to provide convenience purchases at retail locations where participating entities receive contract discounts at the point of purchase. This cooperative contract is available to multiple participating entities including states, cities, counties, and municipalities across the nation. While national coverage is preferred, state-by-state offerors may be considered for award on a state-specific basis. The solicitation may result in multiple awards, with any offeror achieving a total of 600 points or higher on the technical criteria threshold receiving an award. The contract term is five years, with vendors required to guarantee their minimum percentage discount throughout the contract period.
The worksheet requires offeror responses to seven categories of inquiry: customer service and emergency services capabilities, contract management strategy and training protocols, implementation of the NASPO ValuePoint agreement including experience with contracting cooperatives, billing and purchase processes with acceptance of credit and purchasing cards, return policies and warranties, technology infrastructure and data security compliance including PCI and SOC2 requirements, and value-added offerings such as discounts, sustainability practices, and recycling programs. Responses are limited to 25 pages total and must be submitted through the U3P Platform (Bonfire), with Utah declining submissions via email or traditional mail. No supplementary marketing materials, graphics, hyperlinks, or advertising are requested or desired in proposals.
