About this file

This is a Claim of Business Confidentiality document submitted in connection with the AS26-68 Walk-In Building Supplies NASPO ValuePoint RFP issued by the State of Utah. The document pertains to a cooperative purchasing agreement for retail building supplies available to multiple participating entities including states, cities, counties, and municipalities across the nation. The resulting Master Agreement(s) will establish a five-year contract term, expiring July 31, 2027, with vendors required to guarantee minimum percentage discounts throughout the contract period. Proposals must be submitted through the U3P Platform (Bonfire), and the state will not accept submissions by email or traditional mail. Award determination will be made to any offeror achieving a minimum score of 600 points on the technical evaluation criteria, with the possibility of multiple awards being issued.

The confidentiality claim indicates that the submitting vendor has designated certain information within their proposal as proprietary or confidential business information requiring protective handling. This designation is relevant to the evaluation process, as NASPO ValuePoint cooperative purchasing agreements typically involve pricing transparency among participating entities. Vendors meeting national coverage requirements are preferred; however, state-by-state offerors providing less than national coverage may still receive awards on a state-specific basis. The contract structure is designed for convenience purchases at retail locations with discounts provided to purchasing entities at the time of transaction, making this a primarily discount-based arrangement rather than a traditional supply contract with specific volume commitments or delivery requirements.
