About this file

This participation information document supports the State of Utah's Request for Proposals (AS26-68) for Walk-In Building Supplies through the NASPO ValuePoint cooperative purchasing program. The RFP re-solicits the Walk-In Building Supplies portfolio, which is set to expire on July 31, 2027, with a resulting contract term of five years. The solicitation is conducted through the NASPO ValuePoint Lead State Model, a collaborative procurement process that enables public entities across the nation—including state departments, institutions, agencies, political subdivisions, federally recognized tribes, and eligible public and nonprofit entities—to benefit from cooperative contracting. The resultant Master Agreement(s) are designed for convenience purchases at retail locations, with contract discounts provided to purchasing entities at the time of purchase. Multiple awards are anticipated; any offeror passing the technical criteria threshold with a total of 600 points will receive an award. Proposals must be submitted through the U3P Platform (Bonfire), and vendors must guarantee their minimum percentage discount for the entire contract term.

The document identifies interested states and their estimated annual usage volumes, totaling $30,205,130.77 across nine states and territories, including Alaska ($588,344.77), Hawaii ($663,446), Missouri ($1,042,098), South Dakota (unknown), Utah ($1,820,000), North Carolina ($11,200,000), Oregon ($589,000), South Carolina ($13,200,000), and Texas ($1,102,242). Historical sales data for the incumbent Walk-In Building contractor demonstrates significant national usage over the past four calendar years, ranging from $22.4 million to $25.9 million annually, with 2026 year-to-date sales of $5.2 million through March 31. No minimum or maximum sales volumes are guaranteed or implied. NASPO ValuePoint charges no fees to participating entities or purchasing entities, while suppliers pay only a nominal administrative fee based on total sales. Several interested states have provided state-specific terms and conditions as informational references; however, these will not be incorporated into the Master Agreement and will be negotiated separately between contractors and participating entities through individual Participating Addenda.
