About this opportunity

The City of St. Petersburg, Florida is requesting bids for armored collection services to pick up cash and other monies at various city locations and deposit amounts directly with JP Morgan Chase under IFB 26-311, with proposals due November 10, 2026 at 3:00 p.m. and questions due October 27, 2026. Responses must be submitted electronically through the OpenGov Procurement portal.

The vendor must demonstrate a minimum of three years of experience in armored car collection services and maintain all required Florida state licenses: a Class G Statewide Firearm License for armed employees and a Class B Security Agency License, each with at least three years of continuous licensure. An Employee Dishonesty Bond (fidelity bond) of at least $500,000 with the City named as loss payee is required. Background-check requirements vary by facility type, including Level 2 screening for Parks and Recreation and Police Department facilities, TWIC cards for Port access, and criminal background checks for Water Resources Department access. The vendor must provide references from at least three similar service customers and comply with E-Verify enrollment and Florida scrutinized company certifications.

The cost proposal is structured on a per-pick-up basis across three line items: same-day deposit pick-ups (estimated 260 annually), next-day deposit pick-ups (estimated 3,484 annually), and change order deliveries (estimated 160 annually), plus emergency service rates. All rates must include personnel, benefits, overhead, materials, equipment, vehicles, insurance, and transportation. The pick-up schedule covers 28 municipal facilities throughout St. Petersburg and Treasure Island, with collection windows between 8:00 a.m. and 5:00 p.m. on specified weekdays.

The initial contract term is three years from execution, with the City reserving the right to renew for two additional one-year periods by mutual written agreement. Services pricing must remain firm for the initial term; increases during renewal periods require mutual written agreement and thirty days' advance notice. Insurance requirements include commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, commercial automobile liability of $1,000,000 combined single limit, Workers' Compensation and Employers' Liability Insurance, and Fidelity/Crime insurance of at least $500,000. Bidders must submit a bid bond or certified check equal to five percent of bid amount. The City reserves the right to terminate for convenience upon thirty days' written notice or immediately for defaults related to safety, indemnification, or insurance coverage.
