About this file

This is a Subcontractor Summary Worksheet for the City of St. Petersburg related to a Shelter Bid project. The document serves as an instructional guide and template for prime contractors to disclose all intended subcontractors prior to bid submission. Bidders must complete and submit this worksheet with their proposals, listing each subcontractor's name, business address, contact information, trade classification, and subcontract amount. For the Shelter Bid project, prime contractors may subcontract up to 80% of the contract work. Subcontractors are limited to first and second tier only unless otherwise specified in contract documents. The worksheet requires identification of whether subcontractors are Small Business Enterprise (SBE) or Minority/Women Business Enterprise (MWBE) contractors.

Once a prime contractor is awarded the project and the pre-construction meeting is held, subcontractor changes and substitutions are restricted and only permitted under specific circumstances, including subcontractor failure to execute a contract, lack of appropriate licensing, bankruptcy or insolvency, ineligibility to perform work, failure to perform, substantially unsatisfactory work quality, or substantial delays to project progress. Any requests to modify the subcontractor list must be submitted in writing to the City's Procurement & Supply Management department. SBE subcontractors used to meet percentage requirements must be replaced with other SBE subcontractors if substitution becomes necessary, unless the prime contractor demonstrates SBE requirements are met through alternative means. These restrictions do not apply to FDOT LAP or federally funded projects.
